一,俄国的西伯利亚咋来的
这事其实前段时间文章里已经提到了,俄罗斯是没法经营西伯利亚的,迟早会让中国去搞。今天开一个专题,深入聊下。
首先要说,西伯利亚那地方,又冷,又空,南边一些还有人烟,往北就接近北极气候了,只能看到北极熊。在沙俄时期,那地方就是个没有盖的监狱。
大家可能不知道,沙俄征服那么大的西伯利亚,并不是几十万大军出乌拉尔山,深入蛮荒,给帝国打下了超过中国那么大的领土。
而是一批一批的哥萨克冒险家,怀着发财梦想,前往远东腹地,这些人基本都是几百人,很少过千。每到一个关键位置,就修建要塞,然后以要塞为中心到处征服当地民族,再带着被征服的民族去修理剩下的。沿途的那些城市,什么伊尔库兹克,什么雅库茨克,都是这么来的。当然了,也跟枪炮革命有关,当时俄军已经装备了滑膛枪,对那些部落有一些优势。
同时在当地开展毛皮贸易,把毛皮卖到欧洲,从欧洲赚钱之后买枪炮,用枪炮扩张领土。形成了一个正反馈循环,占领的面积越来越大。

现在大家看沙俄在西伯利亚的扩张之路,几乎就是沿着现在的西伯利亚大铁路。或者说,先沿着扩张路线修建要塞,后来通过铁路把这些要塞连了起来。
而西伯利亚大铁路,就是贴着俄罗斯最南边的边界往前走的。这也是为啥后来苏联一定要把外蒙古切出去,因为如果蒙古国是中国的地盘,整个西伯利亚铁路东段就会暴露在我们的眼皮底下,这是苏联完全不能接受的。所以无论如何也要把蒙古国切出去,保护铁路这条生命线。

二,西伯利亚发展史
如今俄罗斯在西伯利亚的那些城市,一个比一个尴尬。
首先是人口规模非常小,比如中国人熟知的伊尔库兹克,去西伯利亚旅游基本上100%会去这个城市,有五个山东那么大,却只有两百来万人口,远东最大的港口城市海参崴,90多万人口,也就中国县级市和地级市的水平。
就这规模,还是经过了沙俄苏联几百年的不懈努力才搞成这样。
沙俄那会儿主要是向西伯利亚发派罪犯,类似早期布尔什维克,大都有去西伯利亚进修学习的经历,斯大林同志曾经六次到西伯利亚参观学习,“先知”托洛茨基甚至在流放过程中找到了爱情。
1,苏联时期
苏联成立后,延续了这个政策,并且发配规模非常非常大,比如咱们熟知的车臣人,就是斯大林签署了命令,整个民族被送去西伯利亚接受改造。后来他们闹得很凶,赫鲁晓夫又把他们送了回去。

此外还采取了一些别的刺激政策,大家知道,苏军打仗是很野的,其他国家一般不咋出现的人海冲锋,苏军经常干,这也是为啥一场仗打下来,经常好几倍德军伤亡。
这个背景下,苏联一度出台了一个政策,如果不想去战场,可以考虑去西伯利亚种地。正好苏联人也是“折中主义”的,你让他们去远东,他们不干,你让他们在远东和苏德战场选一个,大家争相报名去种地。后来为了不影响一线作战部队,不给这种选项了。
此外还有不少热血沸腾,一心建设国家的年轻共青团员自愿前往,类似咱们熟知的保尔原型,他作为一个乌克兰人,一直向往去最艰苦的地区,后来被送去修铁路,不少他的同志就被送到西伯利亚了。
战后继续迁,在远东成立了无数的共青城,大量的俄罗斯人,乌克兰人,哈萨克斯坦人都被迁到了这些共青城中,挖煤,挖矿,挖石油。

比如著名的新西伯利亚,远东重镇,这个城市以前是个村,彻彻底底的人造城市,二战爆发后把大量的科研人员和工人转移到这里,大规模发展工业,战后继续往这里拉人,如今有270万人口。
再比如著名的雅库特,那地方的土著都是跟咱们一样的黄种人,以生产黄金和钻石著名。那地方非常非常冷,有一半的土地在北极圈,自然条件多恶劣大家能想象得到。
斯大林时期就想让大家去挖金子,可是谁都不愿意去,于是征调了大量的囚徒去,挖够金子就可以获释,跟现在的瓦格纳雇佣军似的。后来赫鲁晓夫上台,给大家平反了,没囚犯了,怎么办?
只好组织移民去那地方,许诺很丰厚的待遇,前后有近20万人前往雅库特挖黄金和钻石。此外还有咱们熟知的库页岛,他们叫萨哈林岛,那地方产石油,也是苏联政府先强制,后来连哄带骗让大家去,如今那么大的一个撒哈林州,只有不到五十万人,依旧是个县城规模。

这些人去之前并不知道那地方有多艰苦,有的本来是知道的,可是政府说已经修建了大量的配套设施,并且答应分房,大家犹犹豫豫就去了。
去了之后傻眼了,冰天雪地,也回不去。那些共青城里普遍条件非常艰苦,物资需要从千里之外运过来,尤其蔬菜,生活条件可想而知。苏联一开始管的很紧,不能随便乱跑。后来慢慢管的松了,共青城里的老百姓大规模出逃,跑回了西部城市,慢慢那些共青城也就荒废了。
人口逃离,肯定是经济不好,经济不好自然也不可能大力度搞建设。更关键的是,这么小的规模,修建公共设施就很不划算了。当然了,主要是俄罗斯也没啥钱,缺钱才会成天考虑性价比,越考虑越觉得不划算,导致现在远东很多地方的公路还是前苏联时期修的。

苏联解体后,无论是叶利钦还是普京都想振兴西伯利亚老工业基地,可是效果都不太好,一方面确实缺钱,西伯利亚又太大,一均摊就没了,钱撒下去连个响都没;另一方面那地方天高皇帝远,没一个体面人,大家能贪就贪,效果就更差了。
糟糕的基础设施,让很多项目根本没法开展。上次写俄罗斯时候一个在那边做买卖的读者就跟我讲,他舅舅非常有钱,之前在山西做煤老板,对挖煤很有经验。
俄罗斯当地政府有个煤矿,苏联时期刚探明还没来得及挖就解体了,当地一直想自己挖,可是没经验也没钱,听说这帮中国人之前挖过煤,想让他们去挖。当然了,按理说俄罗斯中央政府是不让中国企业去随便挖的,只是在远东,政府让不让的事非常动态,取决于你跟当地领导的关系。
他舅去看了一圈,觉得这事确实没法搞,因为想开矿,还得先修几百公里的路,这个工程可不是他这样的小老板能解决的。之前在山西挖煤,就没想过挖出来运不出去的事。如今为了挖矿还得先搞基建这个操作,着实属于“未曾设想的道路”了。

三,为啥愿意让中国入局
这其实就暴露了一个俄罗斯远东的死局,靠近交通主干道的、好挖的矿和资源已经差不多挖光了,比较难的那些地方需要对应的基建才行。可是想修基建,就得等靠挖矿赚到钱。大家看到了吧,死锁了。

此外俄罗斯说的“路”,跟咱们说的不是一码事。我前段时间去了趟无人区嘛,那地方由于几乎不跑车,无人区里的公路是那种压路机直接压平之后的土路。这种路在中国是很少见的,你得去无人区才能看得到。但是在俄罗斯就不一样了,很多主干道也是这种土路,路上坑坑洼洼,一旦要是下点雨,泥泞不堪,这交通情况,对交通工具伤害特别大,经济能发展起来有了鬼了。
也正是因为经济实在是不行,大家去了那边也赚不到钱,又冷,又荒,去了之后会怀疑人生,我是谁,我脑子有啥病,为啥要来这种地方?

所以自然而然地,这些年西伯利亚人口下降很明显,尤其年轻人,能力强就去大城市,能力超强就去“双城”,如果能力爆表,那可能就去德国或者美国了。最后剩下了一群基本没文化,靠种地打猎挖矿为生的一群人。恰好这群人又是俄罗斯军队的中坚(以前的中坚是乌克兰人),征兵主要从这些人里征。
2,经济发展差
如今的俄罗斯远东西伯利亚,处于一个半死不活的状态,想发展,没钱。不发展,经济越来越不行,人口继续流失,将来想发展也没机会了。
我理解这也是为啥俄罗斯最近把远东开放给了中国,毕竟不开放,那地方逐步在走向彻底的空心,如果彻底空出来,迟早被中国人给占了。如果开放了,中国要是能想办法把经济给搞活了,把东部的人吸引过去,不至于彻底空心化。
3,当地复杂的社会生态
但是必须要说的是,大家不要脑子一热就跑去那里折腾。我的读者小伙伴跟我说,西伯利亚跟中国完全是两码事,政府官员、警察、黑社会三位一体,什么事该找什么人,找什么人需要说什么话,说什么话需要备什么礼,都有非常深的讲究,弄不对根本搞不定事。这些都需要先跟着在那边混的老油条折腾一些年才有心得。

而且跟很多人理解不一样的是,在西伯利亚,政府的存在感是很弱的,政府因为财政问题,本身也不提供太多公共服务,所以影响力很一般。甚至很多公职人员都有两份工,最明显的,警察上班管流氓,下班自己就是流氓。很多事都是民间自己解决,于是俄罗斯出了一线大城市,也有大量"教父",维持基层自治。
这种情况下,政府的话就不那么好使,比如一个很搞笑的事,说政府给你批了什么项目,并不是说这事儿就可以办了,而是说政府给你开了绿灯,具体能不能搞定其他势力,那是你自己的事,你自己想办法解决吧。
我的读者小伙伴就讲过一件事,说他舅当初到了西伯利亚,那时候普京正在搞西伯利亚大开发,很容易就拿到了政府批文,让华人去砍树。但是获批的那些企业很快就都退出了,因为受不了当地各种组织没完没了的骚扰,今天是小流氓,明天是黑社会,后天又来了消防队,打又打不过,给钱又没完没了,甚至有点纳闷,十来万人的小城市,怎么这么多乱七八糟的组织,难道大家都不上班去做黑社会了?

去找政府,政府就让他们填表登记,登记完了这事就石沉大海。后来知道这是俄罗斯的潜规则,上边给的经费太少了,于是按照苏联惯例:上边装作给下边发工资,下边装作在上班。
一般装的途径就是"走程序",你去找政府搞什么稍微复杂点的事,他们没资源给你搞,就让你登记,过几天你去找他们询问咋样了,他们就让你补充材料,反正各种为难你,直到你意识到自己是不是犯了一个错误,不该去找政府。
他舅是怎么解决的呢?也是巧合,后来跟一个政府官员喝多了,那个官员说是他们找错人了,俄罗斯基层政府只解决分内事,分外的一点都不会管,也管不了。
应该去找一个退休的老警察,那人黑白通吃,在当地根基非常深,给他塞钱,就能解决。于是他们又去找这个警察喝,后来谈妥了分成协议,那个老警察派了两个小弟蹲在他们林场,其他混混果然不去了。

其他项目也一样,大项目有大流氓骚扰,小项目有小流氓骚扰,关键得找到关键负责人,如果找不到,或者人家已经和别人谈妥了,你就赶紧收拾撤了吧。当然了,政府也不是完全不管事,有时候也管,比较随机,看运气。
四,结尾
说到这里不准备往下聊了,大家应该也感觉到了,俄罗斯整体上是一个跟印度差不多的国家,尤其基层,尤其西伯利亚这种基层的基层。
长期来看,西伯利亚的资源大概率会成为中国的游戏场,因为他们自己彻底搞不定,为了避免远东彻底空了,只能是发展经济,可是想发展就得借助中国。
中国恰好也有这方面的想法,毕竟这些年已经过去了那么多人。不过具体实施的时候,又会有无数的血泪史。接下来远东可能跟前几年的非洲似的,变得越来越热。不过大家一定要提高警惕,那地方也跟非洲似的,有人发财有人遭殃,没有特别熟的人不要轻易参与那玩意。
5月11日,北约军事委员会主席鲍尔表态了。
他称,北约正在准备对俄军事计划,俄罗斯你等着瞧吧!
“计划“二字,也太让人浮想联翩了。
这不就是在试探我普哥的态度吗?
意思就是,我们只是打算进行军事活动,但还没有执行,需要时间计划计划,你俄罗斯要是不想和北约开战的话,就趁着现在,马上给我撤出乌克兰。
这分明是在威胁人家俄罗斯。
但普京是什么人?
要知道,俄罗斯一向以刚硬著称,美北约敢正面来,我俄罗斯就敢正面刚。
面对北约释放的信号,梅德韦杰夫也给予了同样程度的回击,梅德韦杰夫称,北约你这样做,不就是试图开启第三次世界大战吗?
你北约不是想打仗吗?你只要敢打响第一枪,这三战的锅你是背定了。
一来一回之间,把北约推向舆论最高峰。
梅德韦杰夫还表示,如果真的爆发了三战,就不可能出现所谓的赢家,这对于俄罗斯,乃至于整个世界来说,都是一场灾难。
这意思还不够明显吗?
我俄罗斯也不想开战,这场战争对我俄罗斯一点好处都没有,全是你们北约一而再再而三欺人太甚,我俄罗斯不得不被迫还击。
虽然不知道这场战争何时开打,但可以确定的是,一旦北约与俄罗斯开战,那么第一个覆灭的国家,是一直将俄罗斯视为“眼中钉,肉中刺“的波兰。
早在之前的文章里,小编就分析过,俄罗斯与波兰之间的仇怨也不是一天两天了,这次北约的宣战,正好能让俄罗斯堂而皇之地灭掉波兰。
毕竟,俄乌战争爆发之时,俄罗斯就表明了态度,如果北约敢和俄罗斯开战,那么波兰就会从世界上消失!
普京对于波兰的态度更是忍无可忍,他不止一次强调过俄罗斯与波兰之间军事实力的对比,也数次威胁过波兰,劝他不要再上蹿下跳,老实待着吧你
俄罗斯很有可能先将战火蔓延至波兰,用波兰的覆灭,来给北约一个警告。
这就是惹怒俄罗斯的下场!
没想到啊,乌克兰一再挑衅,北约煽风点火,美国暗中使坏,到最后,先受到伤害的却是波兰。
而一旦波兰被牵扯其中,北约就算不想打,也得硬着头皮上了。
照这个形势发展下去,波兰率先被波及战火,北约随后而上,作为幕后老板的美国,也不会放任不管的。
毕竟,美国一直将俄罗斯视为头号仇敌,这场俄乌战争,就是美国为了拖垮俄罗斯而费尽心思挑起的。
对于美国来讲,一旦有机会打倒俄罗斯,就会不惜一切代价冲上去。
当美国与俄罗斯开战,那么他必然把所有的心力投入这场战争中,势必也会减少对中国的围截拦堵。
到那时,中国就有了喘息之机了。
台湾方面的问题,想必也会得到更好的解决方案。
战争,从来不是一个玩笑,一旦战争开始,就如同滚滚雪球,会随着两方的不断加码,迅速蔓延,到时候再想让它停下来,几乎是不可能了。
北约所面对的,不仅仅是一个俄罗斯,还有更多军事装备投入,以及大量的资金的支出。
照北约目前情况来看,很难支撑与俄罗斯开战所带来的后果。
