原巡视组组长落马！中纪委“打虎”通报中这一表述罕见 

中央纪委国家监委网站5月17日上午通报：国务院国资委原副部长级干部骆玉林涉嫌严重违纪违法，目前正接受中央纪委国家监委纪律审查和监察调查。

随着骆玉林被查，今年落马的原中管干部达到20人。

在青海任职多年，曾任国资委巡视组组长

青海省人民政府网站公开简历显示，骆玉林，男，1958年8月生，汉族，河南新野人，研究生学历，1976年9月参加工作，1984年9月加入中国共产党。曾任中共青海省委常委，青海省常务副省长、省政府党组副书记，青海省政府国有资产管理监督委员会主任、党委书记，西宁市（国家级）经济技术开发区、柴达木（国家级）循环经济试验区、海东工业园区管委会主任等职。

公开报道显示，骆玉林2015年12月任国有重点大型企业监事会主席（副部长级）。国有重点大型企业监事会由国务院派出，对国务院负责，代表国家对国有重点大型企业的国有资产保值增值状况实施监督。国有重点大型企业监事会主席是副部级，一般每名监事会主席负责对数家国有重点大型企业实施监督。

此后几年中，骆玉林作为国资委党委第一巡视组组长、第三巡视组组长，曾先后向中国黄金集团、中国广核集团、保利集团、中国信息通信科技集团等巡视并向党委反馈巡视情况。据《经济日报》报道，2018年11月，国务院国资委网站页面上，原国有重点大型企业监事会主席栏目已更名为“副部长级干部”，包括骆玉林在内的12人转岗为副部长级干部。

上官汇也注意到，在中纪委的“打虎”通报中，“副部长级”的头衔表述较为罕见。上一次出现，是在2017年中央巡视组原副部级巡视专员张化为被查通报中。张化的后续处分通报指出，其长期利用巡视权违规干预插手被巡视单位相关工作。

2023年，国资委系统有数名官员落马。4月12日，中央纪委国家监委网站消息，曾任山西省国资委党委书记、主任的朱晓明接受纪律审查和监察调查。4月17日，中央纪委国家监委网站通报，国务院国资委企业领导人员管理一局（董事会工作局）局长夏庆丰涉嫌严重违纪违法，目前正接受纪律审查和监察调查。同日，湖北省国资委原党委委员、副主任何庆丰被“双开”。

2023年1月17日，国务院国资委召开党风廉政建设和反腐败工作会议暨警示教育大会。国务院国资委党委书记、主任张玉卓表示，“当前，行业性系统性地域性腐败问题、利用影响力谋私贪腐问题、新型腐败隐性腐败花样翻新问题、基层‘微腐败’问题等，在一些企业均有表现，有些还比较突出。国资央企必须结合实际，从政治监督、落实中央八项规定精神、纪律建设、反腐败斗争、监督体系建设等方面一项一项抓好落实。”

今年第20个落马的中管干部

今年以来，已有20名中管干部被查。骆玉林系5月份第三个落马的中管干部。

1月：河北省人大常委会原副主任王雪峰；国家烟草专卖局原党组成员、副局长何泽华；山东省青岛市政协主席汲斌昌

2月：新疆生产建设兵团党委常委、副司令员焦小平；湖南省政协党组成员、原副主席易鹏飞；辽宁省大连市政协主席、党组书记郝宏军；国家能源投资集团有限责任公司原党组成员、副总经理李东

3月：重庆市人大常委会原副主任、党组原副书记郑洪；宁夏回族自治区党委原副书记、银川市委原书记姜志刚；中央统战部原副部长、国家宗教事务局原局长崔茂虎；贵州省政协党组成员、原副主席李再勇；山东省政协党组成员、副主席孙述涛；江西省人大常委会党组副书记、副主任殷美根；中国银行原党委书记、董事长刘连舸

4月：国家体育总局党组成员、副局长杜兆才；中国光大集团股份公司原党委书记、董事长李晓鹏；江苏省人大常委会原党组成员、副主任刘捍东

5月：浙江省政协党组成员、副主席朱从玖；重庆市政府党组成员、原副市长熊雪；国务院国资委原副部长级干部骆玉林

这个国家级试验区多名官员落马

青海任职期间，骆玉林曾担任柴达木（国家级）循环经济试验区、海东工业园区管委会主任。青海省人民政府网站“领导之窗——常务副省长骆玉林”的“主要活动”的最后一条消息，是2015年11月24日发布的《骆玉林在木里煤田矿区生态环境综合整治阶段性工作总结会上强调 提高认识 密切配合 坚决打好综合整治攻坚战》。文章提到：（2015年）11月23日，省政府召开木里煤田矿区生态环境综合整治阶段性工作总结会，省委常委、常务副省长骆玉林出席会议并讲话。会议指出，木里矿区生态环境综合整治工作开展以来，各有关地区、部门和企业，认真落实省委、省政府决策部署和综合整治工作实施方案、责任分工方案，切实加强组织领导，严格落实责任，强化整治措施，千方百计筹措资金，按照确定的时间节点，完成了今年各项整治任务。

归属于柴达木循环经济试验区管理的木里煤田，非法开采问题这几年也持续引起外界关注，当地官场一度引发震荡，有十余名领导干部被处分。上官汇注意到，这几年，多名曾任职柴达木（国家级）循环经济试验区的官员已被查，包括青海省原副省长文国栋。

2020年9月，青海省副省长、海西蒙古族藏族自治州委书记、柴达木循环经济试验区党工委书记文国栋涉嫌严重违纪违法，主动投案。2022年3月29日，文国栋以受贿罪一审被判处有期徒刑十一年。

今年3月1日，青海省科学技术厅党组书记、厅长莫重明接受审查调查。莫重明曾任柴达木循环经济试验区党工委常务副书记、管委会常务副主任（正厅级）。2021年9月10日，青海省海西州委原书记、柴达木循环经济试验区党工委书记王剑锋被查。
