于是在美帝的英明领导下，伊拉克在萨达姆时期费老大劲儿压下去的民族宗教部落矛盾以皿煮之名又给全炸出来了：什叶派与逊尼派约架斗殴，政府内斗各种政治暗杀，库尔德独立运动...像阿富汗中央弱势地方割据的情况在伊拉克得到了完美复制。
连太君都把自家傀儡当狗溜，你让中央公务员地方豪强又如何把自家政府当人看？上至军警下至平头百姓又如何相信政府权威？中央没了话语权和威信，民众对政府乃至国家的认同感自然大打折扣，与其相信伪政府还不如大难临头各自飞呢，由此在阿富汗和伊拉克便产生了一种神奇的化学反应：靠伪军来吃跑美帝赶走帝国主义殖民者！
如何用伪军吃跑美帝
阿富汗是个神奇的国度，在那里连交个水电费都得向官员行贿，老百姓一年行贿总金额是国家财政收入的2倍还多，每年光政府就得监守自盗贪个40亿美元还嫌少。而美国在战后转给阿富汗150亿美元用于重建，结果支付宝实际到账却只有88亿，剩下62亿则人间蒸发毛都不剩，肯定是我马爸爸当手续费私吞了┓( ´∀` )┏
更神奇的是，我大美利坚反而加大了资金援助力度，他们坚信只要我钱烧得够快，官老爷们贪污的速度就跟不上我~所以，在十多年了先后砸了1330亿美元进去，都快赶上当年马歇尔计划援助西欧的成本了。
结果呢，阿富汗政府眼瞅歪果仁人傻钱多开心都来不及，集体进化成了一个性感叫花子24小时流水线在线贪污，美国这边疯狂打钱，我这边疯狂吃钱，上下家配合默契互给五星好评简直不要太舒服~
当然美国也有聪明人，知道自己扶植起来的伪政府都是些啥货色，但他们也很无奈呀：除了这帮人全国也找不到第二批识时务明事理会摇尾巴的“阿富汗忠实盟友+美国人民老朋友”了，再把他们抓起来怕是连给美军基地看门的大爷都找不着咯~所以只能看着阿富汗政府官帽价格水涨船高，有点小钱的人挤破了头也要买个肥缺，就为了能跟着多捞点美国的援助...
政府烂成这样，军队就更不用说了，小布什打跑了塔利班还得给人家重建国民军，这十年来美国前后花了100亿美元又是送枪送炮的帮着阿富汗组建了20万伪军和15万警察部队。到底亲爹养的就是不一样，美爸爸不但承担了伪军十多年的武器军费和后勤，甚至自己掏钱请了德国警员军官来给他们培训。
德国教练诶，陆军霸主诶，真练成了这支伪军怕是要上天，北踢俄国幼儿园东征巴铁养老院西打伊朗少管所从此不再是梦！
然后德国派了几个刚退休连阿拉伯语都不会的乡镇警察和治安官过去负责培训，并把主要授课工作外包给了一家培训公司...嗯这家公司请的也是乡村退休警察，搞的也是8周速成的全英授课，大半都是文盲的阿富汗警察除了懵逼也只能懵逼。
而且伪军每月平均工资却只有100美元，连塔利班成员每月都有300美元工资，鬼知道美爸爸打的军费又被层层贪污了多少。生活所迫，伪军和警察们被逼得都只能在马路上设卡勒索绑架过路司机和路人来补贴家用，像什么吃空饷贪墨军饷卖毒品更是日常之举。
更令太君感动的是，由于阿富汗伪军勤于训练奋进好学，其装备损耗率远高于世界平均水平。像美帝专门配发阿富汗特种部队的210套夜视仪（3000刀/套）在执行完一次任务后人家只还了161套。没过多久，塔利班自己也组建了一支全西式特种部队，防弹衣、夜视仪、制式美械装备和附件等等一应俱全，可能两家人找的是同一家供货商吧:-)
至今，大老板100亿刀废大力气拉起来的105个作战单位里仍有65个未招募或在训练中，招来的伪军里30%是吸毒的，还有30%是塔利班那边逃跑退休卧底过来偷汽油的，算起来只有12个单位具备作战能力。而采购的武器装备中实际发放下去的只有60%，白送的十多架C-27型运输机直接被当废铁白菜价卖了，剩下176000套武器和60%的警车装甲车更是至今下落不明...
但即便如此他们的战斗力也贼强甚至远超驻阿美军，自北约让了C位开始专打辅助位搞后勤培训开始，阿富汗伪军就挑起了大梁，在这18年里发起了上百次临阵倒戈枪口对准自己人乃至美军的内部袭击行动，成功打死几百美军和3000自己人√
伪军靠不住，美国也只能自己掏腰包雇了一堆安保公司来保护自家雇员与公民在阿富汗的安全，甚至送钱送炮拉拢一些地方军阀和民兵组织让他们提供后勤运输和沿线安保服务。而这其中很多军阀一边给美军当承包商赚绿钞，一边还得向塔利班交保护费并倒卖美械交换情报，长此以往，不少地方民兵的武器装备甚至比伪军还要先进...
而伪军也不敢清剿这些军阀头子，谁让他们背后同样站着自家主子呢。当然，美帝也知道这些军阀白眼狼靠不住，但没法子，不塞钱送炮给这群大爷，怕是明天运输线一断自己连蹲茅厕的卷纸都送不进基地，再有钱也总不能天天空运送物资吧，淘宝又不包邮(╯‵□′)╯︵┻━┻
伊拉克同样不像话，政府官员每月的工资+养老金超195亿元、议员平均月薪7万、高官们出入都坐装甲车人均300保镖全靠国家买单。如此福利下每年840亿刀的石油利润、十年里攒下的4500亿刀公共基金，甚至是美帝和国际援助用于重建水源的1000亿刀援助款都被各级官员逐层吞了个精光！
在伊拉克，连总理侄子都卖绿卡送总理私房写真集，你想在监狱里洗澡都得塞钱贿赂才能办到，只要有钱，买个高考题目甚至混个部长当当也是分分钟的事儿。而北约当年炸掉的全国70%污水处理设备及四大水电厂到现在也还是一片废墟，全国40%的人至今都只能喝污水，像18年就爆发过1.7万人因饮用水污染同时住院，全球援建的13座海水淡化厂和几十亿净水设备要么拆光倒卖要么停工停建，压根没人管百姓的死活。
军队就更过分了，美国当家后直接炒了伊拉克全国38.5万军队和33.5万警察的鱿鱼并禁止200万复兴党员（萨达姆党羽）任公职，逼得一堆莫名丢了工作没活头的百姓只能入了反美武装扛枪混饭吃。完后为镇压这些下岗职工，美国佬又送钱送炮的扶植起了21万伪军、10万什叶派民兵组织和13.4万警察部队，这种强行给自己增加游戏难度的骚操作还真看不懂:-)
那太君每年16亿美金好吃好喝供着伪军这帮大爷的结果是啥呢？全军25%文盲率，吸毒酗酒那是正常操作，来看点好玩儿的：
·军官想上位得先向国防部交3K刀的手续费；
·师长带头在市区村子里设卡收保护费月入5万；
·士兵打仗负伤反而会被扣工资；
·部队只愿驻扎自己家乡，一旦外调或派去危险区域执行任务便会组团逃跑；
·伪军被派去镇压同宗教地区，分分钟原地解散并拖枪带炮成建制加入叛军；
·5千万英镑团购的炸弹探测仪用了9年才被发现是淘宝价15块的高尔夫球探测器...
伊拉克军队战斗力如何就不用说了吧，伊斯兰国一打过来，21万伪军直接逃了减员了共11.2万人，剩下4.8万人一脸懵逼只恨爹妈少生两条腿。还有5万人则是国防部长用来吃空饷的“幽灵兵”，光这项每年就能从美国人那儿贪个4.5亿美元呢┓( ´∀` )┏
可以说伊拉克有25%的国防预算和无数采购武器装备的回扣都进了这些军方大佬的腰包里。更骚的是，事发后国防部长还搬空了整个**皮革厂带着小姨子移居海外至今都过着性福♂快乐的生活~
其实别说他们了，太君也不是啥好货色，贪起来连自己人都不放过。
皿煮也要手续费
当年阿富汗和伊拉克的战后重建工程可是两块上千亿美元的大蛋糕，然而美国为了独占大头，直接宣布只允许特定（没能力和他抢单子的）国家参与重建，其它像俄法德加中等国家都被排除在外，最后整个阿富汗的基建计划都让美国防部陆军工程单位承包走了。
嗯从国库拿钱发项目再自己承包自己施工自己监督，这很皿煮美利坚~操作空间大了，太君自然也就学坏了，像最初拨款给伊拉克重建的184亿美元有一大半都给国防部拿来买意大利真皮沙发法国红木酒柜伊朗手编地毯泰国真丝吊带日本男男手办中国老干妈等“办公用品”。
没完呢，贴心的美爸爸花2800万美元给基本住沙漠里的阿富汗伪军采购了一堆深绿色迷彩服，还砸600万美元从意大利空运了9只山羊到阿富汗，听说是准备改良品种振兴当地的羊绒产业，要不是这批羊最后被炖成意大利菜我还真信了。国会的人一查账才发现，采购项目里有80%的钱进了自己人的腰包，剩下20%则发给了阿富汗官员，共同富裕互利互惠这一套是玩得风生水起~
当然，人家也是有踏踏实实干活儿搞基建的，前年就曝出来国防部在阿富汗修了一片山间别墅给“工作人员”住，里面配足了WiFi平板电视电脑吃饭都至少两道主菜卖，出入全靠直升机。这还只是“条件较好的大房子”，像4300万美元建一座压缩天然气站（正常成本的140倍）、4.86亿采购20架G222货运飞机放着积灰最后以3.2万美元当废品回收的事儿更是数不胜数。
总而言之，美军打了快二十年死了6827人残了5.4万人，每年砸进760亿美元至今共花了纳税人5万亿美元，相当于在阿富汗和伊拉克烧掉了111.6支航母编队或2252架B-2战略轰炸机，这比清明烧房烧车还下血本，林肯华盛顿在底下怕是要开心死。
如此大投入换来的却是贫困人口占54.5%、婴儿死亡率世界第一、鸦片占全球产量82%、失业率50%，塔利班实际控制57%的领土和500万人口占领农村包围了大半城市与美军炮楼的事实。
伊拉克就更不用说了，到现在都有50%失学率和30%失业率，博士硕士在那边连份清洁工的工作都难找，国家挣扎到现在GDP也才勉强比1990年时的水平高出一些，国民对皿煮政治已经绝望到连投票都懒得去了，去年投票率才44.5%，跟当年萨达姆被灭第一次玩皿煮选举时超80%的投票率相比简直云泥之别。
眼看海量资源砸进去连个水花都没见着，两国扭亏为盈更是遥遥无期，几十万伪军张大了嘴吃着银子攥着票子搂着妹子还在那嗷嗷待哺穷要饭装可怜，再怎么肥的阔少爷也扛不住这么败家呀┓( ´∀` )┏所以北约撤了，留美国一个人在伊拉克阿富汗数沙子。
甚至于，如今美国能否完全撤离阿富汗，能否在伊拉克留个歇脚的地儿，都不是自己能说了算的，而是要看伪军的脸色了~
那么问题来了，塔利班和川普会重新谈判吗？美军会搬离伊拉克吗？
首先谈判是必须谈的，跪着哭着也要谈的，只要塔利班答应不对外输出革命不跟伊朗勾搭到一起，保准特朗普头点得比哈巴狗还勤快。没法子，谁让阿富汗伪军这么能吃，阔如我大美利坚都给吃穷吃怕了呢~我认为别看去年年末美国愤而取消谈判，今年怕是又得贱兮兮地跑过去找塔利班搞秘密和谈了。
再说伊拉克，这坑可不比阿富汗浅，要不是怕伊朗土耳其动歪心思，估计川皇立马就卷铺盖走人了，顶天了留几个大爷看着机场方便随时回来送温暖就成√
至于现在嘛，除非特朗普想被国会扣个通伊通俄的帽子，否则撒泼打滚装傻充愣也得赖在那儿不走。所以我认为，要么伊拉克政府自己有点ABC数搞个百年撤军时间表啥的给自己一个台阶下，要么就等着美国以民众暴动党魁意外身亡甚至“伊朗指使对伊拉克发动恐袭”的名头强行留下来维护治安吧:-)
