Ouyang Minggao: Plug-in hybrid and range-extending hybrid belong to the same system technically. Range-extended electric is generally equivalent to pure electric, and the mileage is increased by the fuel generator set when the power is in short supply. The plug-in hybrids sold in China now basically use electricity when there is electricity, and use oil when there is electricity, that is, both are pure electric vehicles when there is electricity. It’s just that in the state of power loss, the extended range enters the series hybrid working mode, and the engine does not directly drive the wheels but generates electricity. There are many operating modes of plug-in hybrid, which can be connected in series or in parallel. It is a hybrid mode with stronger selectivity and higher requirements for technical level. 近日,中国电动汽车百人会论坛(2023)专家媒体交流会在京举办,特邀中国科学院院士、清华大学教授、中国电动汽车百人会副理事长欧阳明高出席,并就行业关注的动力电池产能与电池原材料价格走势、新能源汽车产业发展趋势和技术路线等热点问题回答记者提问,以下根据现场内容摘要整理。



















问:2022年,动力电池价格快速上涨,目前已有些回落。今年整体动力电池的趋势是怎样的?


欧阳明高:去年新能源汽车最大的影响因素是锂价上涨,主要原因是需求旺盛,供不应求,以及疫情冲击导致的供给延迟。2022年,我国电动汽车较上年增长一倍,动力电池增长150%,总量已经相当大。在此基础上,2023年增长率会相对有所下降,电动汽车增速预计会下降至30%-40%,总产销量接近1000万,锂离子电池总出货量增长率预计也会降低至50%左右,总出货量接近10亿千瓦时。在纯电动汽车增速会下降,插电混动和增程式电动的占比会上升的背景下,新能源汽车平均单车电池装载量会下降,需求紧张的局面会大幅缓解。


从供给侧看,锂矿石开采产能已经提速;长期看,锂资源储量充足且可开采量持续增加,涨价也使得电池材料回收产业迎来机遇;更长期来看,回收资源将逐步完全替代原始资源需求。


锂资源的价格主要还是由供需决定。目前锂价已经回归到45万左右,预计今年下半年会进一步回归到35万/吨-40万/吨,全年供需总体平衡。今后比较合理的价格平衡点可能在20万/吨左右。要想把电池回收产业发展起来,锂价不能过低。





















问:如何判断当前新能源汽车产业整体态势和技术发展趋势?


欧阳明高:2022年新能源汽车产业发展超出预期,是因为产业高质量发展。在产品竞争力方面,新能源乘用车已经覆盖所有车型,特别是大举进入10万-20万的主流车型。从评价测试机构的结果看也比较振奋人心,中国新能源汽车自主品牌比燃油车自主品牌的总评价要高,冬季性能测试情况大有改善,供暖、冷启动比燃油车还好。不仅在国内市场,出口也非常好,价格不断提升。我国动力电池产业继续领跑全球,70%的动力电池都是中国制造。


我们不仅在国外建厂,还通过知识产权获益。无论新能源汽车整车行业还是动力电池行业,产业竞争在加剧,结构调整在加快,产业整体竞争力在加强。在这个过程中,国内消费者对自主品牌的信赖度不断提高,一些高质量的企业不断出现。


技术方面,总结起来有以下五个亮点:


第一,动力电池产业以技术创新引领全球,朝着低碳化、高端化、智能化方向发展。刀片电池技术创新使中国引领了磷酸铁锂电池装乘用车的潮流。动力电池在不断冲击比能量上限,从300 Wh/kg到350 Wh/kg,甚至到400 Wh/kg;过去三元8系不敢做,现在都在朝三元9系进军;另外,各个厂家的半固态电池也即将开始装车。 


第二,基础设施技术进步正在加快,包括换电技术和超充技术。超充标准已经发布,350千瓦的超级快充站各厂家都已开始部署,今后几年会持续落地。超级快充可以做到5分钟补电200公里。慢充方面,有序充电和双向充电研发已经到位,预计很快开始大规模示范。随着电动车越来越多,正在倒逼城市电网进行车网互动改革,这个速度是大家没想到的。


第三,纯电动重卡和燃料电池重卡技术逐步成熟,开始进入商业化爆发阶段。2022年是重卡电动化的标志性年份,电动重卡销量达到25500台。纯电动重卡中,换电重卡约占一半,说明换电重卡的商业模式已经接受市场考验,具备与传统燃油车竞争的经济性。今年电动重卡还会高速增长,预计可达5万台,实现90%-100%的增长率。燃料电池重卡去年销了1250台,虽然量不大,但预计增速会很快,其成本已经进入快速下降通道,具备了市场化的可能性。2022年,燃料电池成本可以达到每千瓦3000元,预计到2030年会降到每千瓦1000元以内。电动重卡技术不仅包括动力系统,还包括整个底盘,滑板底盘可能会率先应用在商用车上。


第四,电动汽车智能驾驶技术在快速发展。预计2023年上半年,城市导航辅助驾驶将会陆续落地。为获得大数据,车企必须大量售卖智能辅助驾驶电动汽车,尤其是城市辅助驾驶,所以今年车企可能会争先恐后的上市,这也是一个重要的技术趋势。


第五,要继续推动商业模式创新,因为技术创新需要商业模式的创新才能大规模推广。电动车的价格目前仍是市场竞争最核心的环节,应对办法一方面靠技术,另一方面就是靠商业模式。电池是整个新能源生态中的核心枢纽装置,既是新能源汽车的核心部件,也是电网的储能单元。电池在商家手中集中运营,通过它来储能获取额外收益,即可减轻客户负担,也降低了整车成本,提升电动车市场渗透。另外,也能够通过电池与光伏、电网的互动产生收益,产生新的新能源行业。






















问:关于插电混动和增程式电动,哪种路线更符合市场需求?对中国新能源汽车产业发展更有帮助?插电混动和增程式电动的快速崛起,特别在补贴取消后的市场环境下,是否会对纯电动车的发展有影响?


欧阳明高:插电混动和增程混动两者在技术上属于同一种体系。增程式电动一般情况下等同于纯电动,亏电时由燃油发电机组发电增加里程。现在国内销售的插电混动也基本是有电用电,亏电用油,即有电时两者都是纯电动车。只是亏电状态时,增程式进入串联式混合动力工作模式,发动机不直接驱动车轮而是发电。插电混动的运行模式比较多,既可以串联,也可以并联,是一种混联模式,选择性更强,对技术水平的要求也更高。二者主要差别在于增程电动亏电时,如果在高速公路行驶油耗就比较高。


如果增程式电动跑长途不多,偶尔几次油耗高也不是问题。如果是插电混动的中级主流轿车,家庭只有一辆,对性价比的要求就比较高。因为一般插电混动的纯电续航里程较增程式电动要低一点。过去电池价格高,用的太少满足不了轿车加速的要求,现在电池功率提高了,成本控制会好些。两者实际上差别已经不大,对消费者而言就是个人的选择。


现在,整个电动车价格偏高,电池成本也偏高,补贴又在下降和停止的阶段,我想插电混动和增程式电动应该是一个上升的趋势,今后几年,在整个新能源汽车中的占比会有所提升。在10万-20万的家用主流车型会比较多,尤其是插电混动车型;30万-40万的高端车型由于电池装载太多,增程式电动和插电混动也会是一个重要的市场,占比达到30%-35%也是有可能的。


但是中长期来看,电池商业模式和技术的创新空间很大。电池购置和使用的综合成本会持续下降;随着慢充桩的普及以及高速公路超级快充的部署,将来充电可以比加油更方便,电动车在城区运行比插电混动和增程电动还要好;新能源电力的发展和车网互动技术的实施,使电动汽车、电池可以作为储能装置获取收益;以及在油耗排放要求和碳税管理加严等多重因素下,纯电动汽车的优势就会越来越明显。


预计2030年后,插电混动和增程式电动车会逐步退出市场,比如欧盟通过的2035年燃油车禁售规定中就包含了这两种车型。

国产新能源汽车前景:方兴未艾,跑马全球


十年来,政府对我国新能源汽车产业加大扶持,持续补贴,直至2021年,新能源汽车补贴标准在2020年基础上退坡20%。经过十年砥砺发展,我国新能源汽车产业已经形成了较为完整的产业链,市场也初具规模。当前,我国新能源汽车已进入“市场+政策”双轮驱动发展新阶段。

根据中国汽车工业协会的统计,2020年中国实现新能源汽车销量为1,367,315辆,同比增长13.35%,过去五年年均复合增速为32.80%,我国新能源汽车保有量已持续3年约占全球“半壁江山”,中国新能源汽车产销量已经连续六年位居世界第一。

展望未来,在国家大战略背景下,我国新能源汽车正当其时,前景无限。2020年,全球新能源汽车市场渗透率为4.15%,到2021年7月,我国新能源汽车销量在新车销量中的渗透率达到16.5%,市场规模仍有较大的增长空间。





国产新能源汽车政策:先发制人,领先各国

面对这场新能源汽车市占率的竞争,各国竞相出台支持政策。目前美国新能源电动车渗透率仅为3%,远低于中国和欧洲的10%和15%。为了迎头赶上,美国总统拜登签署行政命令,设定2030年电动车占新车销量比例达到50%的目标。该行政命令标志了美国将新能源汽车产业提高到国家战略的高度,这将进一步促进全球汽车电动化进程的加速。

而我国更是在政策方面给予了强力支持 :

2020年4月,财政部印发《关于完善新能源汽车推广应用财政补贴政策的通知》,将我国新能源汽车补贴政策延长2年,实现稳定过渡;

2020年9月发改委等四部门发布《关于扩大战略新兴产业投资的指导意见》,强调加快新能源产业跨越式发展,加快核心技术部件研发,加快新能源汽车充换电站建设,实施智能网联汽车道路测试和示范;

2020年国务院办公厅印发的《新能源汽车产业发展规划(2021-2035》,到2025年,中国新能源汽车新车销量占比达到20%左右,到2035年纯电动汽车成为新销售车辆的主流。预计2021-2025年,我国新能源汽车年均复合增速为34.42%;到2025年,高度自动驾驶汽车实现限定区域和特定场景商业化应用;到2035年,高度自动驾驶汽车实现规模化应用。

2021年7月30日,中共中央政治局召开会议。会议要求,要挖掘国内市场潜力,支持新能源汽车加快发展。




智能化潮流势不可挡


中国科学院技术科学部院士——欧阳明高表示,随着政策红利加码和市场前景广阔的优势,都将推动新能源汽车产业正成为一个巨大的“风口”。而电动化、智能化、轻量化等技术方面的革命性发展,更是新能源汽车发展的三大核心趋势。

这其中,国产新能源车保持优势的一个重要支点就是自动驾驶。自动驾驶浪潮正席卷着蓬勃发展的汽车行业,尤其是受当前疫情的影响,业内人士普遍认为,L3+自动驾驶系统将会在商用车领域率先得到应用,而重卡的自动驾驶将会对现代的运输行业带来巨大改变。

在2018年的全国两会上,多位人大代表也呼吁,从立法层面加快推动自动驾驶技术的发展。近年来,国家政策开始持续加码,商用车高阶自动驾驶的商业化落地进入了关键时期。包括去年底国家交通运输部公开发布相关政策显示“鼓励结合需求开展自动驾驶载货示范应用”,进一步推动商用车自动驾驶的商业化落地进程。

我国公路货运市场规模居世界第一。据中国物流与采购联合会数据显示,今年上半年,我国物流业总收入达到5.7万亿元,同比增长22.8%。得益于自动驾驶的应用,一方面降低人车比,大幅降低司机成本等;另一方面,技术将摆脱人为不良的驾驶习惯,大大降低燃油成本;同时,在技术辅助下,司机的劳动强度降低,可改善因疲劳驾驶带来的安全性和效率性隐患。随着全球自动驾驶行业发展到了真正量产落地的最后冲刺阶段,以干线物流场景为代表的重卡自动驾驶落地,将迎来广阔市场。

欧阳明高院士认为,中国在交通电动化方面经过这二十年,已经走在全球的前列。中国产业链完备,成本优势明显,放眼全球,我们在电动化方面将会继续保持在领先。另外,我国在低碳化、风电、光伏方面在全球也都有着较明显优势。在智能化方面,中国的信息化水平在全球更是排在前列。这都将成为我国在新能源与智能汽车产业保持持续领先地位的重要基础。




产业链优势或将带来高回报


中国汽车工程学会认为,目前我国新能源和智能汽车产业发展取得了四个方面的优势:一是产业规模持续扩大;二是技术水平显著提升;三是企业实力明显增强;四是配套环境日益优化。


随着新能源汽车供应体系的重塑,产业链参与主体也发生了很大改变,以传统机械类供应商为主,转变为电化学、电子、半导体、通讯、软件等多类型供应商并存。而这些新兴领域还并没有被美、德国际知名头部公司垄断,国内创业公司与国际竞争对手目前仍在同一技术、研发起点上。同时,在本地化优势和国产替代需求的加持下,我们有机会取得突围,成功获得高回报的增长。

  • 领先的固态电池将消除续航焦虑

随着锂电池技术与新能源汽车电池管理系统能力的不断提升,搭载液态锂电池的纯电动乘用车受限于其能量密度瓶颈,续航里程难以进一步提升;另外,随着更高比容量的高镍三元材料的应用,传统液态锂电池自燃爆炸等安全事故发生概率存在上升的可能。对电池的长续航里程和高安全需求与现有技术性能的局限性凸显。

固态电池基于固态电解质的使用,对正负极材料与结构体系较传统液态电池进行了较大的优化,在安全性、能量密度层面有质的提升,量产成本方面可与传统液态锂电池持平。固态电池受到全球范围的广泛关注,丰田、宝马、大众、三星等巨头企业都投入了大量资金用于固态电池研究。日本政府早在2018年就颁布了要在2018-2022年间,投入100亿元进行研发,挽回在锂电池上的劣势。

近年来,中国科研机构和相关企业在固态电池方面取得积极进展。据报导,未来一年内固态电池有望在国内开始量产。

  • 激光雷达将成为自动驾驶的关键

2020年2月,国家发展改革委员会等11部委联合印发了《智能汽车创新发展战略》,提出了2025年实现有条件智能驾驶汽车的规模化生产(L3级别),2035年全面将建成中国标准的智能汽车体系的愿景。美国和欧洲也推出了多项政策、法案支持自动驾驶发展。

随着自动驾驶级别的提升,驾驶辅助功能逐步增加,感知、规划、决策、芯片等软硬件单车价值增加明显。根据中汽协预计,2020年中国ADAS产品渗透率有望达到50%,市场规模878亿元左右。从ADAS到自动驾驶,感知领域硬件需求增加,达到L3级别后单车感知硬件需求趋于稳定。因此,L2+级别车型渗透率提升,L3级别车型逐步量产,超声波雷达、毫米波雷达、激光雷达、摄像头等都是感知领域硬件的可选方案。

相比毫米波雷达、摄像头、超声雷达等方案,激光雷达在可靠度、探测距离、夜间表现等方面都较为均衡,具备一定优势。到2025年,全球激光雷达在该领域的市场规模将超过45亿美元。

我国在激光雷达产业链领域布局相对均衡,中游强上游弱的局面得到了进一步改观,这将确保我们在全球激光雷达产业链竞争中保持较大优势。激光雷达是自动驾驶技术实现的关键技术设备,中国在自动驾驶领域颁布的规范化扶持政策,也助力国内激光雷达市场进一步扩张。我政府正积极推动相关领域国家标准的制定,这不仅在于汽车产品与技术的升级,更有可能带来汽车及相关产业价值链体系的重塑。

  • 自动驾驶有望最早在商用车领域得到商业化应用

如今,自动驾驶的浪潮正席卷着蓬勃发展的汽车行业,尤其是受当前疫情的影响,业内人士普遍认为,L3+自动驾驶系统将会在商用车领域率先得到应用,而卡车的自动驾驶将会对现代的运输行业带来巨大改变。根据市场调研机构Future Industry Insight的最新分析,2020年全球自动驾驶卡车的市场价值为10.04亿美元,到2025年预计将达到16.69亿美元,2020-2025年的复合年增长率为10.4%。

中国自主品牌崛起


2021年,是中国智能化电动车发展的重要一年,更多自主造车势力入局。在品牌、产品、技术前瞻性、资本实力、人才吸引力等多个维度,自主汽车品牌相较主流合资车企均拥有不同维度的差异化竞争优势,自主品牌有望在汽车智能化浪潮中赢得领先优势。


以百度、小米为代表的新经济企业纷纷明确电动化、智能化造车战略;以上汽、广汽、吉利、北汽、东风等为代表的传统车企也聚集资金、人才、资源打造了智已、埃安、极氪、极狐、岚图等旗下全新电动汽车品牌;以蔚来、理想、小鹏、威马、哪咤、零跑等为代表的新兴造车企业也交出了优异的量产交付成绩单,并引领全球汽车行业技术和市场的新方向。

经过数十年的积累与发展,我国已经拥有了相对完备的全产业链。不论是从产品的研发,技术的创新,配件与产品的生产制造,到市场的运营与服务等,都有了较为成熟的经验。从数据上看,在用户对于新能源品牌的偏好上,中国品牌新能源的关注度达明显优于海外主流品牌。在新能源汽车发展的关键窗口期,多数海外主流品牌新能源布局滞后,用户吸引力不足,自主品牌在一些重要领域逐步崛起。 

可以预见,未来很长一段时间将成为新能源与智能汽车新技术革命的发展期。无论是在可再生能源、人工智能、新材料等方面,中国都将经历一次革命性突飞猛进和协同性的跨界发展。当前,我们不仅将迎来我国新能源与智能化产业的大风口,更将创造新能源智能汽车的中国时代奇迹。

随着新一轮科技革命和产业变革孕育兴起,新能源汽车产业进入了加速发展的阶段。我国的新能源汽车产业,经过多年的持续努力,技术水平显著提升、产业体系日趋完善、企业竞争力大幅增强,呈现市场规模、发展质量“双提升”的良好局面。

特别是在全球实现“双碳”的目标下,新能源的发展因其有助于减少温室气体排放,应对气候变化挑战,改善全球生态环境,而更加得到重视。同时,通过国家多年来对新能源汽车整个产业链的培育,各个环节逐步成熟,丰富和多元化的新能源汽车产品不断满足市场需求,使用环境也在逐步优化和改进,新能源汽车越来越得到消费者的认可。

我国新能源汽车产业发展历程

二十世纪九十年代,我国意识到新能源汽车在缓解能源危机和环境治理方面的突出贡献和作用,逐步启动对于新能源汽车研发的鼓励政策。经历了“十五”期间研发布局、“十一五”期间的产业化准备、“十二五”期间示范推广,我国新能源汽车产业度过了技术和产业链飞速发展的形成期。2016年至今,我国新能源汽车产业初具规模,步入成长期。从产业生命周期理论的角度看,产能扩张、技术创新、产品升级、管理能力提升成为我国新能源汽车产业成长期阶段的标签,也表明我国新能源汽车行业正由高速发展向高质量发展转变。

政策发展阶段

我国新能源汽车产业政策演变过程大致分为三个时期:

萌芽期(2001~2008年):这一时期中新能源汽车等相关概念被提出,聚焦新能源汽车的生产过程并制定行业标准。然而,这一阶段国家还没颁布扶持新能源汽车发展的具体财税政策。代表政策为《关于调整汽车产业结构的通知》。该政策制定了新能源汽车未来的发展规划。

推广期(2009~2014年):这一时期政府出台了相关的对新能源汽车的补贴政策,同时开启新能源汽车示范运行项目,新能源汽车被正式推出。在这一阶段,示范推广的试点在进一步的推广和加深,扶持新能源汽车产业的政策不断出台,逐渐形成了一个完整的产业政策体系。代表政策为《关于开展节能与新能源车示范推广试点等通知》。

高速发展期(2015年至今):这一时期的产业政策与推广期类似,涉及推广试点、政策补贴等主要方面得以完善,但不同的是,这一阶段政策扩充到了基础设施建设等方面,因此对动力电池要求更高。自2015年起,新能源汽车产业的补贴标准在不断调整,呈现出技术门槛不断提高,补贴的额度不断退坡的变化趋势。代表政策为四部门联合发布的《关于2016~2020年新能源汽车推广应用财政支持政策的通知》。该政策的发布标志着新能源汽车产业政策进入了新的阶段,新能源汽车的推广应用补贴政策在2016~2020年继续实施,补贴逐年退坡。

发展现状

一是近几年新能源汽车销量呈现爆发式增长。

当前,新能源汽车发展已呈现出从政策驱动转向市场拉动新发展阶段。从销售量来看,我国新能源汽车的销售量从 2010 年不足 1 万 辆增长到2021年的3.3百万辆。按2021年销量计,中国拥有全球最大的新能源汽车市场,大致约为整个欧洲市场规模的两倍,约为美国市场规模的五倍。同时,新能源汽车在中国乘用车市场的渗透率从2017年的2.4%快速增长至2021年的16.0%,新能源汽车在主流的大众消费群体中越来越受欢迎。



二是头部厂商市场占有率集中度高。

从新能源乘用车零售销量的数据来看,当前头部厂商的集中度较高。新能源汽车厂商零售销量排名前15的企业销量合计达到244万辆,在全年新能源汽车销量中占据较大的比例,其中,新能源乘用车零售销量超过20万的企业有:比亚迪汽车、上汽通用五菱、特斯拉中国。这三家企业的零售销量在汽车零售销量前15的企业中占比达到55%左右。造车新势力中小鹏、蔚来、理想的零售销量在9万~10万。

增长率方面,新能源乘用车零售销量排名前15的企业零售销量增长均在100%以上,其中,零售销量增长超过200%的企业有4家,分别是合众汽车、长安汽车、小鹏汽车、比亚迪汽车。造车新势力方面,小鹏汽车与合众汽车的增速均超过200%,合众汽车甚至超过了350%。结合销量规模与增长速度来看,不管是零售销量规模还是增长率,比亚迪汽车均排名靠前。整体上无论传统车企还是造车新势力在2021年的新能源汽车领域均有不俗表现。

三是充换电基础设施增长迅速。

2021年我国充换电基础设施增长较为迅速,市场格局呈现出较为集中的局面。根据中国电动汽车充电基础设施促进联盟公布的数据,2021年我国充电基础设施增量达93.6万台。截至2021年年底,全国充电基础设施保有量达261.7万台,同比增加70.1%。公共充电基础设施运营企业方面,全国充电运营企业运营公共充电桩数量超过1万台的企业共有13家。这13家运营商占全国充电桩运营总量的92.9%。运营超过10万台充电桩的企业共有4家,分别是星星充电、特来电、国家电网、云快充。充电站与换电站建设在区域上呈现出集中的局面。

当前,充电站在珠三角、长三角、京津冀等经济发达的地区规模较高,经济发展前10的省级行政地区单元充电站数量的集中度高达70.4%。全国换电站保有量共1298座,北京、广东、浙江等省市集中度高达74.6%。当前,主要的换电站运营商是蔚来、奥动新能源、杭州伯坦等企业。换电站的发展规模仍较小,仍处于初步发展的阶段。2011年11月1日国家市场监管总局批准发布GB/T40032—2021《电动汽车换电安全要求》国家标准。该标准有助于引导新能源车企的产品研发,对于新能源汽车产业在换电领域的进一步发展有重要的意义。

发展趋势

随着“双碳”政策实施、国内经济转型、绿色能源快速发展和能源供给侧结构性改革持续深化,加之“十四五”规划的实施,为国内储能发展打造更有利的市场环境,储能产业将迎来更广阔的发展空间。

一是新能源汽车产业发展的市场化驱动力将进一步加强。

随着我国新能源汽车产业链与供应链体系的完善,新能源汽车产品竞争力的提升,新能源汽车供给侧的供给水平将得到进一步提升,在需求侧的接受程度也会将进一步提高。

二是新能源汽车的渗透率将进一步提升。

若能延续当前的发展态势,我国有可能提前实现《新能源汽车产业发展规划(2021—2035年)》提出的到2025年新能源汽车新车销售量达到汽车新车销售总量20%左右的目标。

三是纯电动汽车是我国新能源汽车的发展主力。

2019—2021年纯电动汽车销量占比连续攀升。《新能源汽车产业发展规划(2021—2035年)》提出力争经过15年的持续努力,纯电动汽车成为新销售车辆的主力。当前,纯电动汽车是我国新销售的新能源汽车主力。未来,纯电动汽车将成为销售汽车的主力。

四是中小城市与乡村地区未来可能会成为新的市场空间。

随着汽车产业电动化程度的加深,当前,新能源汽车渗透率较低的中心城市与乡村地区,将有可能会成为新能源汽车新的市场空间。2022年国家发展改革委等部门印发《促进绿色消费实施方案》提出:深入开展新能源汽车下乡活动,鼓励汽车企业研发推广适合农村居民出行需要、质优价廉、先进适用的新能源汽车,推动健全农村运维服务体系。新能源汽车下乡有可能成为未来新能源汽车产业发展的一个重要现象。

五是新能源汽车厂商的竞争可能会加剧。

当前,传统车企在新能源汽车领域呈现出较强的开拓能力,造车新势力作为新锐势力也表现出不俗的水平。新能源汽车产业快速发展的同时,也将可能伴随着竞争加剧,市场的集中度可能会进一步提升。

六是充换电基础设施的进一步发展。

随着新能源汽车保有量的进一步增长,将会给汽车的能源补给基础设施带来重大改变,对于充换电基础设施的建设提出更高的要求。这种要求既体现在充换电基础设施的数量要求,又体现更为先进的充换电技术创新和充换电技术标准的完善。

一、 联合成立协调机制

 经研究,成立“电源行业碳达峰、碳中和推进联合工作办公室”(下简称:联合工作办公室),作为长期开展行业服务协调机构。机构设立在电源行业协会秘书处。

二、全面开展“电力调峰辅助服务”行动

结合国家相关政策,通过采集企业可调节负荷实时监测用电数据,结合辅助服务市场的价格预测和国网出清价格统计分析、总结辅助服务市场价格规律,以价格规律为指导用户负荷调节的基础,并结合实际运行情况、调整用户负荷,整合用户进行电网调峰,最终实现消纳电网剩余电量,保障电网安全稳定运行。

联合工作办公室现向全国社会及会员企事业单位征集申请参与“电力调峰”用户侧企业,将对电力用户发放《动力节能设备调研备案表》,对提出参与“电力调峰服务”并经过审核符合条件签署《电力调峰服务协议》的企业单位,授予“双碳经济建设示范企业”称号和牌匾,并在行业专项网站予以公示。由联合工作办公室委托的具有“国家能源局授权资质”的专业机构直接给予资金补贴。

凡具有独立法人主体(或其授权),申请利用自身可调节负荷资源参与响应“电网调峰的辅助服务”的企事业单位,均可以申报“双碳经济建设示范企业”

多部门再发力 加快充电桩、储能等设施建设

最近,多个部门围绕扩投资作出部署安排。国家发展改革委提出加快推进充电桩、储能等设施建设,农业农村部召开专题会议强调扩大农业农村有效投资,交通运输部明确加快水运基础设施建设……专家表示,今年以来,有效投资持续扩大,投资增速较去年提升,随着更多针对性政策措施出台落地、重大项目开工建设,投资稳定增长的形势有望延续。

加快推进重大项目建设,是扩大国内需求、稳住经济大盘的重要支撑。今年一季度,重大项目建设加快推进,有效投资持续扩大,资本形成总额对经济增长贡献率达34.7%,拉动国内生产总值增长1.6个百分点。
二季度以来,更多重大项目落地。4月底,我国首个数字孪生流域建设重大项目——长江流域全覆盖水监控系统建设项目开工建设,项目总投资5.97亿元。5月10日,国家150项重大水利工程之一的江西省鄱阳湖康山蓄滞洪区安全建设工程开工建设,工程总投资11.65亿元。
围绕积极扩大有效投资,国家发展改革委日前明确提出,要有力有序推进“十四五”规划102项重大工程及其他经济社会重大项目建设,强化土地、用能、环评等要素保障。
交通基础设施具有投资规模大、落地见效快的特点,是扩内需的重要领域之一。5月11日,交通运输部召开会议,提出要聚焦发挥重大项目牵引作用,积极协调强化保障,着力扩大交通有效投资。
交通运输部综合规划司副司长苏杰介绍,一大批交通重大项目正有序推进,各省级交通运输主管部门陆续制定年度投资目标任务,多个省份预期交通投资规模均超过3000亿元。“我们将在保持投资规模基础上,进一步扩大交通有效投资,加快推进重点项目审批和建设,加强对重点项目跟踪、协调、调度,科学有序推进项目实施,防范化解风险,在稳增长中切实发挥交通投资的重要作用。”苏杰说。
进一步释放农业农村投资需求
今年以来,农业农村投资稳步恢复。数据显示,一季度,农业投资同比增长13.3%,高于整体投资增速8.2个百分点。
“当前,乡村需要建、应该建的还有很多,而且这些对基础产业拉动很大,农业农村投资有空间。”农业农村部总农艺师、发展规划司司长曾衍德说,据测算,改造一亩设施大棚可拉动钢材消费近2吨、水泥0.5吨,预计未来5到10年农业农村投资需求近15万亿元。
5月5日,农业农村部召开2023年全国扩大农业农村有效投资工作会议,提出要进一步释放农业农村投资需求。进一步加强重大政策和项目谋划调研,用好用足用活财政支农资金;进一步加强投融资模式创新,促进财政投入与金融社会资本互联互动;进一步加强财政资金执行和项目监管,确保项目资金规范安全使用。
“我们将健全政府投资与金融和社会投入联动机制,引导更多资金投向高标准农田、仓储保鲜冷链物流、现代设施农业、农村人居环境整治提升等建设领域,形成有效投资拉动效应。”曾衍德说。
大中型灌区建设和改造是保障粮食安全的重要基础。5月6日,水利部召开会议,提出加快推进现代化灌区建设,拓宽现代化灌区建设资金筹措渠道。水利部农村水利水电司司长陈明忠表示,今年,将再改造、再新建一批大中型灌区。截至目前,已开工120余处灌区建设改造项目。
激发民间投资活力
扩投资,专项债券作用突出。今年《政府工作报告》提出,今年拟安排地方政府专项债券3.8万亿元。
“财政部正持续强化专项债券管理,指导地方用好地方政府债券资金。”财政部预算司副司长李大伟说,将债务限额及时下达各地,并督促地方做好2023年新增债券发行使用工作,持续推进重点项目建设,推动尽快形成实物工作量。加强专项债券投向领域负面清单管理,严禁将专项债券用于各类楼堂馆所、形象工程和政绩工程。
民间投资占全社会投资一半以上,是扩大有效投资、扎实稳住经济不可或缺的重要环节。专家认为,政府投资和政策激励要有效带动全社会投资,应持续鼓励和吸引更多民间资本参与国家重大工程和补短板项目建设,激发民间投资活力。
国家发展改革委新闻发言人孟玮表示,“十四五”规划102项重大工程重点领域任务已细化分解到具体项目,吸引民间资本参与;去年以来各地推介的5万余个项目中超过9000个吸引到民间资本参与,涉及民间投资2.9万亿元,民间资本参与国家重大工程和补短板项目的积极性不断提升。“我们将会同有关方面,通过建立鼓励民间资本参与重大项目建设机制、积极向民间资本推荐吸引力强的项目、继续通过政策性开发性金融工具等支持民间资本参与的重大项目、加大对民间投资项目的信贷支持等措施,使更多民间资本参与到国家重大项目建设中来。”孟玮说。
