住建局表示养猪场是违法建筑，就必须拿出证据，说清楚养猪场少了哪些手续。而现实的情况是李某的养猪场已经建成并经营了十几年。如果是违法建筑，相关部门为什么没有及时的制止、限期改正、强制拆除，十几年之后才说是违建？如果李某的养猪场取得了合法手续，需要使用该片土地则需要相关部门依法征收征用。如果强拆，可能涉嫌故意毁坏公私财物，属于犯罪行为。即便养猪场属于违法建筑，强拆也违反法定程序。

根据媒体报道，发布《情况说明》的“扶风发布”删除了上述说明。

港媒：中国将向泰国转让高铁技术，帮助泰国自主建造高速铁路网。

据《南华早报》5月15日报道，中国技术团队在昆明-曼谷铁路谈判中透露，中国已同意将部分高铁技术传授给泰国，帮助泰国自主建造高速铁路网。

报道称，随着中泰高速铁路项目合作的深入，泰国自主设计和建设高铁的愿望日益强烈，也希望在未来的中泰合作中发挥更大的作用。在此基础上，中泰已原则上达成了在11个高铁建设领域进行技术转让的协议，包括轨道设计、隧道设计、桥梁建造、火车站设计、电力照明、信号系统等。技术知识将以培训、研讨会等形式进行分享传授。

《南华早报》称，双方将在特定的专利共享授权上进一步协商细节。此外，中国向泰国转让的技术将使用中国的高速铁路标准，一方面在成本上更具优势，另一方面也与中国和东南亚其他国家现有的铁路基础设施实现更好的兼容性。

中国和泰国正在共同建设全长873公里的中泰铁路。中泰铁路未来连接中国昆明和泰国曼谷，是中泰高速铁路合作的重大项目，也是共建“一带一路”的标志性工程。泰国《曼谷邮报》称，这条铁路将让货物运输更加快速高效，为旅游业创造更多新的商业机会，帮助促进泰中贸易。作为连接中国和东南亚的关键一环，它将途经清迈、呵叻等泰国城市，并与中老铁路等区域内其他铁路网络相连。

中老铁路在通车一年多后，于今年4月13日正式开通国际旅客列车，迄今已发送跨境旅客超1.3万人次。中泰铁路的建设也正在加快步伐。据泰国中华网3月7日报道，泰国国家铁路局公布的中泰铁路最新进展显示，中泰首条高铁线路曼谷-呵叻段已有1份合同完成施工，10份合同正在施工中，预计于2027年通车运营。而二期工程呵叻-廊开段正在提前推进，预计于2024年开工。高铁建成后，从曼谷到廊开的行驶时间将由目前的11小时大幅缩短至3小时15分钟。

建立公正合理的国际秩序是人类孜孜以求的目标。1648年，《威斯特伐利亚和约》确立了平等和主权原则；1864年，《日内瓦公约》确立了国际人道主义精神；1945年，《联合国宪章》明确了四大宗旨和七项原则；1955年，万隆会议形成了“和平相处、求同存异”的万隆精神，倡导“互相尊重领土主权、互不侵犯、互不干涉内政、平等互惠、和平共处”五项原则，这些国际法公约、准则为建立公正合理的国际秩序奠定了原则基础，提供了重要遵循。然而，理想很美好，现实终归不是理想。资本主义全球化所建构的世界秩序，早已背离了启蒙时代以来人类孜孜追求的“全球共同体”发展道路，在资本逻辑的主导下，等级差序结构固化，人类构建正义秩序的世界图景已逐渐暗淡。

建立新型国际秩序是世界历史的大趋势

现行国际秩序是由西方大国主导的“中心-边缘”结构和依附型世界体系，这是西方市民社会的等级性结构嵌入到“世界市场”的表现形式。这套世界体系的最终操控者是跨国大资本。这种共同体，信奉的是单边主义、霸权志向的地位观，丛林法则、零和博弈的利益观，西方中心、文明优越的文明观，一国主导、几方共治的治理观，抱团结盟、自我至上的安全观。这种全球性的“资本共同体”，本质上还是“虚假的”的共同体，居于核心地位的国家往往把自身的特殊利益伪装成人类普遍利益，和平发展、合作共赢只有对于世界体系内的中心国家来说是存在的，对于依附型国家、边缘国家来说，它不仅是完全虚幻的，而且是新的桎梏。

邓小平早在1988年12月会见印度总理甘地时就指出，“世界上现在有两件事情要同时做，一个是建立国际政治新秩序，一个是建立国际经济新秩序”。随着经济全球化深入发展、国际力量对比深刻变化，现行国际共同体秩序的瓦解与新型国际共同体秩序的建立是同样不可避免的，全部的问题在于人类应该建构什么样的国际新秩序？进入21世纪，中国、俄罗斯、印度等新兴市场国家快速崛起，美西方主导的国际政治体系、国际经济体系、国际安全体系积重难返，越来越难以适应国际形势变化，国际社会迫切要求构建更加公正合理的世界秩序，开辟人类更加美好的发展前景。

人类命运共同体是国际秩序的范式革命

把准问题，方能“开方”。重建国际秩序的出路何在？中国方案是——倡导人类命运共同体理念，构建“同呼吸、共命运”的新型国际共同体秩序。

构建人类命运共同体，不是基于地缘政治的考虑，而是立足于“人类社会或社会化的人类”的哲学立场，意在通过调整全球上层建筑，将“西方性”的世界秩序和治理体系改造升级为“共同性”的世界秩序和治理体系，以适应全球生产力的普遍发展要求，增进全人类的共同利益，致力于建设共同发展、合作共赢的世界。

人类命运共同体是21世纪筹划人类命运的唯一选择，是国际秩序的范式革命，是中国倡导的新型国际秩序观。人类命运共同体是对马克思主义全球秩序观的继承，是对中国传统天下观的扬弃，是对中国共产党韬光养晦世界观、和谐世界观的发展，是对现存国际秩序的批判性反思，是具有原创性价值的国际秩序观。

构建人类命运共同体，其方向是消解而不是延续资本主义世界化所造成的“中心-边缘”结构，是打破而不是固化西方主导的依附型世界体系，是终结而不是维护盎格鲁-撒克逊世界主导的霸权秩序，是改革而不是继承一方主导、几方共治的全球治理体系，是要在去中心化的追求中建构起网格化、多中心的新世界。各个国家只有在命运共同体的世界新秩序中，才能获得和平发展、合作共赢的条件。人类命运共同体蕴涵着一整套世界秩序重建的文化观念

人类命运共同体，旨在建构公正合理的国际新秩序。人类命运共同体不是一种世界社会实体或实体性的世界体系，也不是按照统一的国际章程结成的“现代国家联合体”，更不是一种国际统一战线、国际政治组织。但人类命运共同体本身蕴涵着一整套世界秩序重建的文化观念，为国际秩序的理性建构注入了中国元素。

一是平等相待、互商互谅的地位观。地球是人类共同生存的舞台，不是国家角力的竞技场，不是高低贵贱的裁判所。我们反对“中心-边缘”结构，反对依附世界体系，致力于建设一个身份正义的世界。

二是公道正义、共建共享的安全观。21世纪的最大问题是联合起来共谋和平、共同发展的问题。21世纪，要建设持久和平、共同繁荣的和谐世界，就必须改变与民族国家的发展不相适应的国际旧秩序，创造使民族国家合作共赢成为可能的共同体环境；就必须反对霸权主义和强权政治，反对单边主义和丛林法则，将扭曲的国际关系重新扭转过来，致力于建设一个安全正义的世界。

三是合作共赢、包容互惠的发展观。各国同处一个世界，反对赢者通吃、丛林法则的资本逻辑，解决全球性剥夺和不平等问题，致力于建设一个发展正义的世界。

四是和而不同、兼收并蓄的文明观。不同文明凝聚着不同民族的智慧，没有高低、优劣之分，只有长短、特色之别。反对文明优越论，反对单一文明一统天下，致力于建设一个文化正义的世界。

五是尊崇自然、绿色发展的生态观。地球是人类唯一赖以生存的家园。人类与自然自古是生命共同体，要彻底扭转资本主义工业革命以来人与自然的对抗之路，实现人与自然的真正和解，致力于建设一个生态正义的世界。

引领国际秩序重构的“文化隐喻”和方向标

人类命运共同体及其蕴涵的中国理念，重拾被西方搁置的全球正义问题，已经成为新时代引领国际秩序重构的“文化隐喻”和方向标。作为文化隐喻，这些核心概念既反衬了现行国际秩序存在的问题，同时建构了世人对国际秩序的认知新框架。通过这个框架，人们被暗示——正义的世界秩序应该是什么样的、不应该是什么样的，世界应该向着什么方向发展、应该避免走上什么样的不归路，国际交往中哪些行为是正义的、哪些行为是应当规避的，现存国际秩序为什么是不合理的，我们应该建构什么样的正义世界，如此等等。这些文化隐喻为人类命运共同体的决定性出场奠定了思想基础，未来国际秩序的变迁有理由被看作是这些隐喻的再描述过程，即隐喻的现实化过程。

当然，作为中国倡导的新型国际秩序观，构建人类命运共同体是对现行世界秩序结构的改革调整、改造升级，不意味颠覆现行世界体系，推倒重来另搞一套。现行世界体系通过改革完善依然可以焕发新的生命，比如联合国、世贸组织依然有其合法性，它还处于青壮年时期；世界银行、国际货币基金组织等可以通过权力重组、规则调整达到服务全球的目的。当然，某些带有浓厚意识形态色彩的国际组织，比如北约、七国俱乐部，在后西方语境下注定要走下神坛，直至退出历史舞台，这是历史的大趋势。

西方国家如果能够正视新兴市场国家群体性崛起、国际格局发生深刻调整的事实，能够正视“后西方时代”正在降临的事实，西方国家在“后西方”语境中是不可能被边缘化的，改变的仅仅是发挥作用的方式。中国“维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为基础的国际关系基本准则”。中国不是“规则的破坏者”“秩序的颠覆者”，相反，“中国是现行国际体系的参与者、建设者、贡献者，同时也是受益者。改革和完善现行国际体系，不意味着另起炉灶，而是要推动它朝着更加公正合理的方向发展。”中国正成为全球治理改革中最活跃的动力和国际体系变革中最具建设性的因素。中国不承认少数国家主张的“基于规则的国际秩序”，不认可“强权即公理”的霸道逻辑，不赞同个别大国“从实力的地位出发”的国际交往之道，反对少数大国垄断国际秩序和国际规则的制定权，反对从一己之私出发任意解构或定义国际秩序，反对公器私用肆意践踏国际体系、玩弄国际规则。

西方媒体刻意丑化俄军，而鲍里斯·罗任向全世界展示了俄罗斯士兵在街上拿着没装子弹的步枪巡逻，并与孩子们合影的景象。

鲍里斯·罗任带着美好的心情在博客中分享了自己在街上遇到一群“礼貌人”的经历，然后开始发表关于回归克里米亚以及最终解放整个乌克兰东部地区的文章和消息。

如今，卡萨德上校博客在俄网排名始终保持在前三，属于亲苏、亲共、左派爱国自媒体，经常发表对华友好的时评。 

卡萨德上校因创造现代俄语中的“礼貌人”一词而受到赞誉，该词指的是在回归克里米亚中发挥了重要作用的俄军人。

实际上，汉唐撰写的这篇文章是2012年汉唐撰写的批评中国自由派鼓吹土地私有化文章的部分内容节选。当时文章刊发在《环球财经》杂志2012年2月刊，题目是《中国自由派的土地私有化歪方》，后来发布在公众号上，题目是：汉唐|土地私有化，王朝兴衰的根源。

汉唐之所以以比尔·盖茨资本下乡为题，再次批评土地私有化呼声，是因为最近此类呼声又有所抬头，仿佛土地不私有化就解决不了农业问题。这是典型的谬论！

据俄罗斯方面的朋友介绍，目前俄罗斯土地大多集中在寡头手里。私人农场的规模不断扩大，说明土地越来越集中。

苏联解体后，俄罗斯经历了休克疗法经济改革，全面私有化的过程中，国家财富被美欧资本大量洗劫。

除了工厂企业的私有化之外，农地私有化是俄罗斯土地改革的核心。1990年代初，俄罗斯进行了土地所有制改革，实行土地全面私有化，把原来国营农场和集体农庄的土地转为私人所有。截至2011年1月1日，53%的农用土地转为私人产权，32%的农用土地仍然归国家所有。

不过，俄罗斯农地私有化比较特殊，是平均分配“土地份额”而非实物土地，个人获得的只是一种抽象意义上的所有权。

2012年7月24日，俄罗斯总理梅德韦杰夫表示，俄罗斯应该将土地私有化。随后，俄罗斯继续推进土地改革，越来越多的土地集中到资本寡头手中。

正因如此，俄罗斯人民对俄罗斯广泛存在的亲西方“自由派”深恶痛绝。这也是俄罗斯媒体愿意转载汉唐批判自由派文章的原因。

在俄罗斯和中国这样两个完全不同的国家，竟然同样存在着一批亲美跪美崇美的群体。世界真的非常奇妙！
