首先让我们先来了解下中国的外汇储备是怎么积攒起来的，而要了解中国外汇储备的来源首先就要了解中国的汇率制度，我国是一个实行外汇管制和人民币汇率控制的国家，那么体现到具体实施的层面上也就是说外资进出中国都先要经过央行更换成对应的货币。
为了方便大家的理解，打个通俗的比方，比如美国一家公司要买中国一家公司1万美元的鞋子，资金并不是美国公司直接打给中国公司，而是美国公司将资金转给央行1万美元，央行给中国公司对应的6万人民币，央行于是就有了1万美元。
再比如美国一家公司想到中国投资办厂，准备了10万美金，他的钱并不能拿过来就用，而是必须到央行去换成人民币，然后才能在中国国内进行投资。这样央行又多了10万美元。
当然，如果中国公司到国外买东西，就是一个相反的兑换过程。
然而我们大家都知道中国是世界工厂，中国人勤劳，能吃苦，而且充满智慧，而且时局稳定并且有价格优势，因此中国制造和生产了很多东西卖到全世界。
同时中国的经济发展和巨大的市场规模又吸引了很多外资到中国投资。所以中国现在每年的贸易都是顺差（进来的钱多，出去的钱少），这样一年一年累计，央行就聚集了一大笔美元。
就这样，慢慢的中国就集聚了惊人和庞大的外汇储备！
可能有读者感到不解，为何中国拥有了这么庞大的外汇储备，为什么不买遍全球，而却要投资美国国债，投资美国国债不等于是让美国掐脖子么？
首先是因为外汇储备的体量太庞大，如同个人投资者一样，如果积累了巨额财富而不去积极的想办法进行适当的投资增值，财富贬值的速度是惊人的。
其次是因为想买的东西买不到，比如高科技的一些技术，设备，武器等，外国对中国出口有限制，中国想买又买不到。
最后就是购买美债最主要的原因是因为在国际市场上，美国国债自从发行以来，美国政府忠实地严格地执行了按月付息和到期还本的承诺，这个债券在全世界有极高的信用。也就是说美国国债相对于其他风险投资，不仅收益率稳定，可靠，而且能够容纳像中国这样大手笔的外汇储备资金体量。
所以，中国购买美国国债仅仅是一个完全商业的行为，并没有谁去强迫谁购买，而是双方完全自愿的市场行为，并且可以说是一个互惠互利的合作。
当然购买美债并不是一定包赚不赔的，如果美元贬值，从而导致美债大幅贬值，那么就会对中国持有巨额国债造成不可估量的损失。
当然，美国并不一定会这么去做，因为虽然美国对中国的崛起深恶痛绝，并主动发起贸易战去打击中国经济，但是中美之间的经济联系太过紧密，基本上已经到了损敌1000自损800的程度。
另外，让我们来了解一些美债的构成，美债主要由公共债务和政府间债务组成。而占三分之二的大头也就是公共债务部分其持有人包括：国际投资者 (40%)、国内私人投资者 (38%)、美联储 (15%)，以及州和地方政府 (6%)。在国际投资者中，中国和日本是最大的债主。
也就是说，中国的确是拥有很多美债，但却占不了统治地位。美国的国债大多数是为国内投资者所持有。所以，如果美债违约或者贬值，损失最大的将是自己，因此美债违约或者贬值对美国是一点好处都没有。
而且美债是不记名的，因此从理论上来讲中国在抛售美债方面是不会有任何管控的。
而且我国持有外汇3万多亿美元中仅仅拿出了1万多亿来购买美国国债，而且随着美国国力的衰退以及目前中美关系的不确定性因素的增加，中国持有美债呈现出了逐年下降的趋势。
因此，从整体上来看，目前中国的美债持有量并不会对中国的外汇储备造成太大的影响，风险总体可控，收益稳健有保障！
事实上，中国也一直没有停止其他投资选项目的寻找。比如次贷危机时中国曾投资美国两房，比如股票、黄金、原油、国外固定资产、工业原材料、大宗商品、工业设备、其他国家国债，当然上述投资项目都是由外汇管理局旗下的四大投资公司（华安、华新、华欧、华美）来完成。
当然除此之外，中国的外汇储备对稳定本国货币汇率，干预外汇市场也有着不可或缺的重要作用！
通过以上的了解，我们可以得出一个显而易见的结论，那就是中国在处理外汇储备的问题上已经非常成熟，而且纵然美债下跌，所购买的美债基本上并不会对中国的外汇储备造成太大的冲击！
