按照公安部“可以允许单位班车、专用校车等大运力载客车辆使用公交专用车道，提高道路资源利用率”的指导意见，在原有公交车、机场巴士、通勤定制快巴可以通行公交专用车道的基础上，增加了两类车辆可以在特定条件下使用公交专用车道，分别是：
经本市交通主管部门核定的单位通勤班车（20座及以上大型客车），在确定的时间和路线可以通行公交专用车道；
按照《校车安全管理条例》等规定取得校车标牌的专用校车，运载学生时，在确定的时间和路线可以通行公交专用车道。

优化部分道路公交专用道启用时间
在科学测算公交运力的基础上，根据公交运营时间、客流特征和道路通行情况，对4条公交专用车道的启用时间进行优化调整。
第一条：阜成门外大街至阜成路一线（阜成门桥至定慧桥路段），将现行的三种启用时间，统一调整为7时至9时、17时至19时启用；
第二条：广渠路（大郊亭桥至东六环路段），将现行的两种启用时间，统一调整为7时至9时、17时至19时；
第三条：阜石路（定慧桥至双峪桥路段），由全天启用调整为6时至20时；
第四条：天坛东路（天坛东门至玉蜓桥路段），将启用时间调整为7时至9时、16时至19时，与蒲黄榆路保持一致。
围绕上述三项措施，市交通委、市公安局公安交通管理局将联合发布《关于优化公交专用车道通行管理措施的通告》，明确公交专用车道允许通行的车辆，优化调整部分道路公交车道使用时间。
目前，正在结合公交专用车道优化调整内容，改造完善相关交通标志、标线等交通设施，同步调整非现场执法设备抓拍时间。同时，公安交管部门还将增加路面警力投入，动态调整岗位设置，加强交通维护疏导，确保优化措施6月1日起顺利实施，持续提升城市交通精细化管理水平。

记者了解到，市交通委与市公安交管局正在研究制定单位通勤班车使用公交专用车道有关服务事项的规则，明确单位通勤班车办理主体和办理条件等内容。相关规则确定后，将通过市交通委、市公安交管局官方网站公布。
其中，明确了通勤班车用车单位是单位通勤班车使用公交专用车道的办理主体，即在京办公的机关、企事业单位、社会团体以及其他组织（简称在京单位）。
办理条件为：
一是单位通勤班车应为在京单位使用自有京籍大型客车为本单位职工提供通勤服务，或在京单位与本市客运企业签订有包车合同，租用京籍（京B号牌）营运性大型客车为本单位职工提供通勤服务。大型客车是指机动车行驶证核载人数20人及以上客车。
二是单位通勤班车有途径公交专用车道的固定行驶路线，起讫地一端为单位办公场所。核定通过后次日起，在早晚高峰通勤时段，单位通勤班车可使用固定路线内的公交专用车道，其他公交专用车道不能驶入。
在京单位可通过各区交通运输政务服务窗口，或登录首都之窗、市交通委政务网站等线上线下渠道办理。办理系统预计在6月1日前开通。
保障公交速度前提下
适度放开
市交通委相关负责人介绍，本次对公交专用道优化调整坚持公交优先、提升效率、分步实施的原则，突出了三个特点——
在保障公交运行速度的前提下，适度放开专用车道使用车型，允许单位通勤班车、校车按规定在专用车道时段内使用专用车道，鼓励集约化、绿色交通出行方式，提高公交专用车道使用效率。
在充分尊重广大市民合理化意见建议的前提下，统筹兼顾公交和自驾出行需求，在公休日和法定节假日期间，筛选部分公交专用车道允许社会车辆使用。
