近日,中国海关总署同意在原有吉林省内贸货物跨境运输业务范围的基础上,增加俄罗斯符拉迪沃斯托克港(海参崴港)为内贸货物跨境运输中转口岸的公告,引发国内外舆论关注及从不同立场的解读。这当然是一个好消息。无论对中国、俄罗斯还是东亚地区的发展而言,都是一件“做加法”的事。它被人们赋予了很多的联想和想象,但同时也引来了一些误解和歪曲。
黑龙江和吉林两省没有出海口,长期从辽宁大连港中转海运货物,如果以后在海参崴港中转,可以缩短数百公里以上的陆路运输距离,成本将大为降低。对海参崴及更广泛的俄远东地区来说,与中国东北地区更深度紧密的联结,必将带来更多的发展机遇。这些都具有较强的确定性,值得中俄双方期待。
不过,事情并非那么简单。有媒体报道称,这意味着,时隔163年后俄罗斯对中国重新开放海参崴港。这很自然地勾起了不少中国网民的历史记忆和情绪。有外媒趁机制造“俄罗斯或正成为中国附庸”的论调,以在俄社会挑起对中国的现实担忧,向他们专门为俄罗斯定制的“中国威胁论”特别版本增添素材,这是对俄罗斯的故意贬低,以及对中俄新型大国关系的恶意挑拨。
海参崴港参与中国内贸中转,我们对此无需过度解读,让它带着不必要的意涵“超负荷”运转。将外国港口作为我国内贸中转口岸,海参崴并不是唯一一个,早在2007年它就和东方港、纳霍德卡港一起参与了中国“内贸货物跨境运输”的试点运作,此后中国也在朝鲜罗津港、俄罗斯扎鲁比诺港进行内贸中转。如今随着两国关系的稳步向前,尤其是两国领导人今年3月份在联合声明中强调“大力发展互联互通物流体系”,作为俄罗斯远东第一大港的海参崴港发挥更大作用本身也是水到渠成的事。
海参崴港参与到中国贸易体系中,是这些年来中俄边贸合作不断前进的一个缩影,这在当前的国际环境下有着格外的启示意义。每日在中俄漫长的边界线上穿梭往来的是装载货物的集装箱货车,还有奔赴彼此的两国游客,这是一道真正的靓丽风景线。我们都知道,不少国家的边界线上长时间戒备森严,紧张对峙甚至兵戈相向。对比之下,中俄边界线上展现出的生机与和平更显珍贵。
一些美西方舆论现在一看到中俄合作,就条件反射地联系上俄乌冲突。事实上,自本世纪初以来,亚太经济的快速发展,已经让俄罗斯开始着力推动新一轮的远东开发战略。归根结底,远东的巨大潜力来自于,它是亚太这块合作高地的一部分。让远东地区跟上亚太地区合作发展的潮流和节奏,是顺应时代之举。这些年,远东地区经济发展提速、自由港建设取得新进展等,让它有望成为下一个合作高地。
这也表明,中俄在远东地区的商业合作,不仅折射出两国的互信和友谊,同时也遵循着市场规律。还应看到,现在中俄在远东地区的合作依然是被低估的,巨大潜力有待释放。在这当中,两国边贸合作中的一些具体堵点还需要进一步打通,比如俄方清关效率低、远东发展政策落实不到位等,过去都在一定程度上对中资企业的投资意愿形成干扰。我们希望,随着未来俄罗斯在推动远东发展战略上下更大力气,将推动两国边贸更加蓬勃发展。
中俄新时代全面战略协作伙伴关系,最终需要体现在一个个具体的合作项目成功上。如果中俄两国能合力将欧亚大陆的东端变成一个巨大的市场和能源资源供应产出地,这不仅造福两国和两国人民,对于整个亚太乃至全球的供应链稳定和经济发展,都将是一份正资产。把这件事做好了,是中俄新型大国关系对世界的又一贡献。
