 Good customs and improvement of social civilization

  I went back to my hometown yesterday and chatted with the president's cousin for a while. He talked about the land contracting of the village community. Several cadres wanted to contract the land, but they didn't want to pay first. He said: No matter who pays, they must first give the money to the members, otherwise they will not pay. The corruption of cadres is not only related to the quality of cadres, but also to us members. Social customs have spoiled them. They should be grateful for not doing things, but they don’t know that they should be grateful for everything. Being an official and doing things for the masses seems to be a kindness. It should be understood that officials are originally a job, why should they give gifts? But I'm not used to not giving it away! So drag the card! Unknowingly, the atmosphere has turned bad, there has been more corruption, and it has become more and more difficult for the masses to do things. I will not get used to them!

       My cousin's words made me ponder. Social good customs are a sign of social civilization, but due to the inappropriate extension of our culture of gratitude, corruption has been bred. The essence of corruption is getting something for nothing, which is a unique consciousness of the exploiting class. The essence of all corruption is a direct or indirect exploitation of individuals or society! It is the result of alienation or accidental loss of humanity. Corruption is a persistent problem. There is no dynasty in history that did not fight corruption, and there is no dynasty that did not perish due to corruption. The death of Qin II, although it is called tyranny, is still corrupt in essence! When a dynasty's ability to govern declines, the social atmosphere declines, social morality collapses, it is common for officials to run rampant, and social villains also increase. Moral conscience is not what people think about. In an ideal society, good customs, good laws, and just managers (here referred to as good officials) are synchronized. Good laws need to be based on good customs, and the laws and disciplines are clear and clear. People do things according to the rules, and officials with unhealthy qualities have to act within good laws and good customs, so that such people can be restrained and even socially educated. Then, the smooth progress of our overall civilization is guaranteed.

         We all know that good customs, good laws, and good officials are the result of a highly developed social civilization. Good officials come from society. In a high-quality secular society, there are relatively many good officials. Forming good customs is also one of the means to reduce corruption. Therefore, promoting good customs is one of our tasks. And how are good customs formed? Corruption refers to the corruption of all kinds of people with broad power, and officials are the most among them, because they are determined by the fundamental factor of mastering social resources. Social resources are public, and anyone has the power of supervision. However, officials refuse people's supervision for various reasons, such as efficiency, confidentiality, social stability and other excuses, and exclude people from supervision. This also gives opportunities for official corruption. The reason why the common people are not corrupt is not only simple and human nature maintains its original color, but also has something to do with the environment.

         Corruption, as an alien force between individuals and society, not only corrodes human nature, but also corrupts society. It is a social manifestation of the power of exploitation for nothing, and we cannot take it lightly! Not only should good customs be established in the secular world to form an anti-corruption social environment, but also good laws should be used to correct and combat corruption, and there should be good mechanisms to supervise and educate officials. Corruption is not that the power is out of the way, but that the officials' exploitative thoughts have raised their heads and their souls have gone out of their bodies!

         Combating corruption is a matter of government corruption, but preventing corruption is not only a matter of the government, but also a matter of society and the whole people. It is related to the happiness of everyone and the stability and progress of society. The cooperation of the whole people in anti-corruption and the improvement of anti-corruption capabilities are the process of raising the awareness of the whole people, and it is also the process of improving social efficiency, which not only promotes fairness and justice, but also promotes the progress of civilization. Therefore, it is not only public officials who should be educated, but also any other members of society. At the same time, it is necessary to reform the social environment and improve the efficiency of social justice and fairness. Corruption is not only about power, but also about many aspects. Improving the public's ability to fight corruption is also important. However, anti-corruption in history was mostly an independent political process. In the end, people left the government and died again!

         In short, corruption also occurs in communication and exchange. Once the relationship between people is alienated in power, communication and exchange will also be alienated. The cycle of social chaos is mostly due to independent behavior, rather than systematic improvement. Social good customs, just as morality is the basis of politics, is also the basis of combating corruption and the foundation of social civilization. Not only should we focus on the upper echelons, but we should also lay a solid foundation and act together so that spiritual civilization can be implemented, the overall progress can be made, and the cycle can be broken.

良俗与社会文明提升

 昨天回老家，与社长的堂哥聊了会儿天。他谈到村社土地承包，有几个干部想承包，又不想先给钱，只想先拿到手，后来以各种理由不给承包费——白占。他说：无论谁包，都必须先给钱分给社员，否则不包。干部的腐败，不仅干部素质有关，也与我们这些社员有关，社会风俗把他们惯坏了，不是办事就该感谢，却不知不是什么事都该感谢的。当官地给群众办事，似乎是施恩一样。应该明白，官员本来是份内事，为什么该给送礼？可不送不给居然不习惯了！于是拖压卡！不知不觉风气变坏了，腐败多了，群众办事越来越难了。我是不会惯他们的！

      堂哥的话让我沉思。社会良俗是社会文明的标志，然而由于我们的感恩文化的不恰当引申，却滋生了腐败。腐败本质是不劳而获，是剥削阶级所特有的意识。一切腐败本质是一种直接或间接对个人或社会的剥削！是人性异化或偶然丢失的结果。腐败是个老大难，历史上没有哪个王朝没反腐，也没有一个王朝不因腐败而亡。秦二世而亡，虽曰暴政，本质还是腐败！一个王朝治理能力下降时，社会风气日下，社会道德崩溃，官员横行是常事，社会恶人也增多。道德良心不是人们所考虑。而理想的社会是良俗、良法、公正的管理人员（这里简称良官）是同步的。良法需有良俗为基础，则法纪纲明目举，人们按规则做事，素质不健康的官员则也不得不在良法与良俗中办事，使这类人得到约束乃至社会的教育。那么，我们整体文明的畅行就有保证。

        大家知道，良俗、良法、良官是社会文明高度发展的结果。好官来于社会，一个素质高的世俗社会，良官相对多些。形成良俗也是减少腐败的手段之一。因此倡导良俗是我们的任务之一。而良俗又如何形成？腐败是有广义权力的各类人员腐败，官员是其中最多人，原因其掌握了社会资源这个根本因素决定。社会资源是公共的，任何人有监督的权力。可官员又因各种原因拒绝人民监督，如效率、保密、社会稳定等借口，把人民排除在监督之外。这也给官员腐败的机会。老百姓之所以不腐败，不仅是淳朴，人性保持素有的颜色，也与环境有关。

        腐败作为个人与社会异己的力量，不仅厂腐蚀人性，也腐蚀社会，是没落的不劳而获剥削力量的社会表现，我们不能掉以轻心！不仅应该在世俗中建立良俗形成反腐败的社会环境，也该以良法纠正与打击腐败，更应该有良好的机制监督与教育官员。腐败不是权力出了轨，而是官员剥削思想抬了头，灵魂出了窍！

        打击腐败是政腐的事，但防止贪腐不仅是政府的事，也是社会的事情，更是全民的事，关系每个人的幸福与社会的稳定和进步。全民在反腐中的配合并提高反腐防腐的能力是全民认识提高的过程，更是社会效率提高的过程，此不仅促进公平正义，也促进文明进步。因此，教育的就不仅是公职人员，也应该包括其他任何社会成员。同时需改革社会环境，提高社会公正公平效率。腐败不仅关涉权力，也关涉多方面。提高民众反腐防腐的能力也是重要的。然而，历史上的反腐多是个独立的政治过程，最后是人走政息，又死灰复燃！

        总之，腐败产生也是在交往与交换中产生，人与人之间关系一旦在权力中异化，那么交往与交换也会异化。社会治乱循环多由于是独立行为，而不是系统提升前进。社会良俗正如道德是政治基础，也是治理腐败的基础，是社会文明提升的根本。不仅应该着力上层，也当夯实基础，一起行动，精神文明才会落到实处，整体才会进步，循环才会打破。
