As for how the United States sends messages and expresses its position to relevant Chinese parties in private, it is difficult for outsiders to know. But people have all seen such a situation, that is, no matter how they shout, the United States has still not succeeded as it wishes so far.

Why did this happen, and what happened to the US authorities?

Some people said that they were frightened. Because the relationship between China and Russia is getting closer, but the relationship between China and the United States has been cut off. The relevant parties in China have not answered the calls from the United States for a long time, and they have not communicated with the United States. Easing tensions between the United States and China;

Some people also say that the United States is asking China again. Now that the United States has once again fallen into the vortex of debt and financial crisis, looking around the world, only China can effectively help the United States. Therefore, the United States has to come to the door for help and let China help through Debt and financial crisis, just like the 2008 financial crisis;

Others say that after the trade war in the previous period, the U.S. authorities have realized that they cannot win against China, and it is meaningless to continue this kind of economic war, so now they do not want to "decouple" with China, and change their course to continue to deepen their relationship with China. Cooperation, to achieve a win-win situation, so impatient to repair relations with China...

All kinds of theories can be described as numerous and dazzling. However, the author believes that the above-mentioned statements are specious, and they are superficial and simplistic. In fact, the strategic intentions of the hegemonic authorities have never been so superficial. At the same time, they have used unprecedentedly fierce and fierce tactics of "fighting" against China, including selling weapons and equipment to Taiwan, strengthening US-Taiwan military ties, strengthening their military presence in the Philippines, and further intimidating China strategically. , to send a strategic nuclear strike force to South Korea, etc. This makes people have to ask deeply, behind the above-mentioned method of yelling at China, what kind of strategic intentions are hidden by the hegemonic authorities?

Correctly judging hegemony is very important to China's strategic intentions. Regarding the real strategic intention of hegemony, this is a big issue that has not been seriously discussed or analyzed in depth for a long time. Precisely because such an important strategic issue is mixed up, only scratching the surface and ignoring the root cause, key issues such as the nature of Sino-US relations and the nature of hegemonic countries are all avoided. Descriptions such as "misjudgment" and "lack of trust" are used to cover up the hideous and terrifying true face of hegemony. Now, the hegemony is using the trump card of "gentleness" against China, what exactly are they going to do?

In this regard, we might as well ask the following three questions and answer them ourselves:

First, is China allowed to revive and rise unchecked?

The answer to this question is that this is not the case at all. Hegemony will not allow China to revive and rise, and will continue to contain China to achieve such a goal.

Second, is it recognized that China has achieved national reunification without interfering to obstruct it?

The answer to this question is that the United States is intensifying its interference in China's internal affairs, is stepping up its arming of Taiwan, and is doing its best to obstruct and undermine China's reunification. It is a recognized fact that the United States is the biggest challenge and obstacle to China's reunification.

Third, is it necessary to live in peace with China and respect each other's core interests?

The answer to this question is that this is not the case at all. The hegemony does not want to live in peace with China. It is launching frequent military provocations against China and is planning and arranging a war against China comprehensively and systematically. The authorities have long been outspoken and open.

Summarizing the above three issues, it can be concluded that the United States regards China as its main strategic opponent, and its attempt to resolutely win the strategic competition against China remains the same as before and has not changed in any way.

Since it is so foreign, why is the US authorities so eager to use the "pull" strategy against China? What is their purpose?

I humbly think that there are roughly two goals:

First, let China accept the boundaries drawn by the United States

The United States has been manipulating the "guardrail" issue of Sino-US relations, and has been talking about the so-called "rules". What can be done, what can't be done, etc., so as to dispel the worries, misunderstandings and anxieties of the United States. In this regard, U.S. senior official Yellen's statement is very representative. She said: "China must accept the U.S. definition of the status quo. If it does not respect Washington's delineation between harmless prosperity and historic technological development limits, then it should face massive sanctions."

Second, the US will decide China's future

In the latest international discourse, people often hear such a sentence that ××× has the right to decide its own future. So, should China do the same and have the right to decide its own future?

All patriotic Chinese will answer resolutely and loudly, this is China's natural strategic power.

However, there are people in China and abroad who hold different opinions on this. They believe that China must be accepted and allowed by the international community and be responsible to the world, and everyone should have the final say on what will happen in the future. It was former US President Barack Obama who put forward this argument earlier. When Obama visited Australia, he clearly announced to the world through TV cameras that if more than 1 billion Chinese people lived the same life as the United States and Australia, it would be a tragedy and disaster for mankind, and the earth could not bear it. would be in a very dire situation. The United States does not want to restrict China's development, but China must shoulder international responsibilities when developing. It is okay for the Chinese to become rich, but the Chinese leaders should come up with a new model, so that the earth cannot afford it.

This line of thinking of the hegemonic empire continues and intensifies, with the latest expression, “We are determined and united that we must stand up to Beijing over its unfair trade practices, its violation of international rules from which all nations benefit, and its reneging of its word.” and begin to engage in frank discussions about the risks of arming Russia. At the same time, there is no doubt that we are united in making it clear to Beijing that we oppose unilateral changes to the status quo with Taiwan.”

In other words, it is up to the United States to decide China's future and make China accept it.

Speaking of which, some people can't help but ask, is the hegemonic country really so arrogant, does it really think that it can achieve such a goal?

We believe that in today's China, the political and spiritual basis for achieving this goal exists objectively. The US authorities believe that they do have a reliable support force in China and a realistic spiritual support. This is the fundamental crux.

最近一个时期，美国当局对中国“拉”得很厉害，其高官政要三番五次、不厌其烦地对中国喊话，一而再、再而三地提出要访问中国，要同中国进行深入的交流沟通协商，一时间弄得沸沸扬扬、议论纷纷。这些还只是见诸于于公开的报道，至于私下里美国怎样向中国有关方面捎信带话、表态表达，那就难以为外人所能得知了。但人们都看到了这样一种局面，即不管怎样呼喊叫唤，迄今为止美国方面依然还没有如愿得手。

　　为什么会出现这样的情形，美国当局究竟怎么了？

　　有人说，这是被吓着了。因为中俄关系日益密切，而中美之间却断了联系，中国有关方面已经长时间不接美国打来的电话，不同美国联系沟通，此等情形让美国害怕，所以急于同中国接触，要缓和中美之间的紧张关系；

　　也有人说，这是美国又有求于中国了，现如今美国已再度陷入债务与金融危机的旋涡，遍观全球，只有中国才能卓有成效地帮助美国，因此美国要登门求救，让中国帮忙渡过债务和金融危机，情形一如2008年那场金融危机一般无二；

　　还有人说，经过此前一个时期的贸易战，美国当局已经意识到无法打赢中国，继续进行这样的经济战争已经没有意义了，所以现在他们不想同中国“脱钩”了，改弦更张要同中国继续深化合作、实现共赢，因而急不可耐地要修复对华关系…

　　各种说法可谓林林总总、琳琅满目。但笔者以为，上述这些说法未免似是而非，失之于表面化、简单化，事实上，霸权当局的战略企图从来都不会这么肤浅，正如人们所看到的那样，在上述频繁对中国喊话力图使用“拉”的一手的同时，他们对中国“打”的一手也使用得空前凌厉狠辣，包括向台湾出售武器装备、加强美台军事联系，也包括加强在菲律宾的军事存在、战略上进一步威逼中国，向南朝鲜派遣战略核打击力量，等等。这就使人不能不深刻的究问，上述对中国喊话叫唤这个手段的背后，到底隐藏霸权当局怎样的战略企图呢？

　　正确判定霸权对中国的战略企图十分重要。有关霸权真正的战略企图，这是一个长久以来始终都没有认真讨论、深入剖析的大问题。正因为对如此重要的战略课题夹杂不清，只及皮毛、不究根本，因此有关中美关系的本质、霸权国家的本性等要害问题也都一概避而不谈，动辄就是什么“焦虑”、“误判”、“缺乏信任”之类的描述，用这些不着边际的辞藻来遮掩粉饰霸权狰狞可怖的真面目。现在，霸权正在对中国使用“温柔”的杀手锏，他们究竟要干什么呢？

　　对此，我们不妨提出以下三个问题并自问自答：

　　其一，是不是允许中国复兴崛起而不加遏制了。

　　对此问题的回答是，完全不是这样，霸权将不允许中国复兴崛起，将继续遏制中国已达成这样的目的。

　　其二，是不是认可中国实现国家统一而不加干涉阻扰了。

　　对此问题的回答是，美国正变本加厉地干涉中国内政，正加紧武装台湾，极尽所能地阻扰破坏中国的统一。美国是中国实现统一最大的挑战与障碍，这是公认的事实。

　　其三，是不是要与中国和平相处、尊重彼此核心利益

　　对此问题的回答是，完全不是这样，霸权并不想同中国和平相处，它正在频繁地向中国发动军事挑衅，正全面系统地策划安排对中国的战争，准备同中国打仗，对此，美国军政当局早已经直言不讳、开诚布公了。

　　概括上述三个问题，总结起来就是，美国把中国当做最主要战略对手，要坚决打赢针对中国战略竞争的企图一如既往、并没有任何改变。

　　既然这洋，那美国当局为什么对中国如此迫切地使用“拉”的一手，其目的何在呢？

　　窃以为，大致上有这样二重目标：

　　第一，让中国接受美国划出的界限

　　美国方面一直在操弄中美关系什么“护栏”的议题，也一直在拿所谓的“规则”说事，其用意就是要中国接受美国的战略约束，包括发展的上限、活动的空间，什么事情能干，什么事情不能干，等等，以此消解美国的担忧、误解与焦虑。对此，美国高官耶伦的表态很有代表性，她说：“中国必须接受美国对现状的界定。如果它不尊重华盛顿在无害的繁荣和具有历史意义的技术发展之间为它划定的界限，那么它应该面临大规模制裁”。

　　第二，由美国决定中国的未来

　　在最新的国际话术中，人们经常能听到这样一句话，×××有权决定自己的未来。那么，中国是不是也该这样，有权决定自己的未来呢？

　　一切爱国的中国人都会坚决而大声地回答，这是中国理所当然的战略权力。

　　但是，中国内外都有人对此持不同的意见，他们认为，中国要得到国际社会的接纳允许，要对世界负责，未来什么样应该大家说了算。较早提出这个论调的是美国前总统奥巴马。当年奥巴马在访问澳大利亚的时候，通过电视镜头向全世界明确宣布，如果10多亿中国人口也过上与美国和澳大利亚同样的生活，那将是人类的悲剧和灾难，地球根本承受不了，全世界将陷入非常悲惨的境地。美国并不想限制中国的发展，但中国在发展的时候要承担起国际上的责任。中国人要富裕起来可以，但中国领导人应该想出一个新模式，不要让地球无法承担。

　　霸权帝国的这种思路一致延续至今并日益强化，最新的表达的是，“我们下定决心并团结一致，必须与北京就其不公平的贸易做法、破坏所有国家从中受益的国际规则的行为以及食言并开始武装俄罗斯的风险进行坦诚讨论。同时，毋庸置疑，我们团结一致地向北京明确表示，我们反对单方面改变与台湾的现状”。

　　也就是说，要由美国决定中国的未来并让中国接受这一点。

　　说到这里，有人不免要问，霸权国家真的如此狂妄，真的以为能实现这样的目标企图吗？

　　我们认为，在当今中国，达成这一企图的政治与精神基础客观存在，美国当局相信在他们在中国确实拥有可靠的支持力量，也拥有现实的精神依托，这就是根本要害之所在。
