虽说之前俄罗斯也出台过一些联合开发远东的政策,但往往是雷声大雨点小,得不到具体的落实。而俄乌冲突爆发后,意识到向西看已不再可能的俄罗斯,坚定了向东看的决心。所以把被视为“禁脔”的远东地区也逐步对中国开放。
当然,中国庞大的市场足以让俄方的能源发挥最大经济价值。两国不断深化的战略合作伙伴关系,也会因此更上一层楼,同时也为世界和平稳定注入更多的确定性因素。
当然,值得我们注意的是,虽然中俄合作愈发密切,但是双方都罕见保持着低调的态度,没有在国际社会上大加宣扬。
从根本上来说,双方对此保持低调,还是希望降低美西方国家对中俄靠近的警惕心理。按照西方的作派,即便中俄已经够低调了,造谣抹黑依然是少不了的。
日前,法国总统马克龙抛出的所谓俄罗斯沦为中国附庸的言论,就是典型代表之一。在这种背景下,中俄自然是本着闷声发大财的原则,不去触西方的霉头了。
中亚五国是杵在中国西北方的“世界最大资源地”,可长期以来,这个地方一直是被忽视的存在。直到今年5月18日至19日,中国-中亚峰会在中国西安举行时,中亚才逐渐成为“热词”。
了解中亚,先得清楚具体中亚五国,它们分别是:哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦、乌兹别克斯坦和土库曼斯坦。其中,哈萨克斯坦、吉尔吉斯斯坦和塔吉克斯坦三国与中国是邻国,边境线长达3000多千米。
一,中亚五国过去一直与俄罗斯深度绑定,它为何会突然地倒向中国呢?
答:中亚五国的特殊地理位置注定,它要获得发展,只有三个选项。中亚是亚欧大陆的咽喉之地:北接俄罗斯,南邻中东,东靠中国。
这三个地方里,中东内部一片狼藉,中亚想靠它几乎不可能。
俄罗斯在过去的很长一段时间里,曾是中亚的依靠。
以哈萨克斯坦(以下简称哈国)为例,这个国家比另外四个“斯坦”国加起来还要大两倍,这个大的国家要发展,自然需要与其他国家进行经济往来。可因为种种原因,哈国的产品只有俄罗斯要。
经济在任何时候都能决定很多东西,因为经济与俄罗斯捆绑的哈国,国内的人不仅普遍学习俄语,而且国内一度出现了“亲俄罗斯团体”,加上俄罗斯长期在哈国等国有驻军,哈国与俄罗斯自然地“深度绑定”了。
哈国如此,其他中亚国家亦是如此。2019年,国际共和研究所曾针对吉国的1483名公民,进行了一项民意调查。这项调查中,95%的受访者将吉国和俄罗斯的关系评为“良好”,有88%的受访者认为,俄罗斯是吉国最重要的经济伙伴。
调研报告还给出了各国对吉国的国家影响力的具体排名,其中俄罗斯排在第一位,中国排在欧盟之后,居第六位。
然而,俄乌冲突爆发后,俄罗斯和中亚的绑定出现了明显松动,这除了因为俄罗斯近年经济状况不佳,无法在经济上持续给予中亚五国福利外,还因为:随着战局的变动,俄罗斯本身自顾不暇,它已无心管顾中亚五国。
另一方面,俄乌冲突后,欧美瞅准时机,开始将手伸向俄罗斯“后院”中亚,欧美介入后,中亚五国开始“去俄化”,他们可以与俄罗斯保持距离。
近期,更是有消息传出,一贯在俄乌冲突问题上保持中立的中亚国家还考虑加入西方对俄制裁。面对此种种,我们真的只能感叹:此一时,彼一时!
那么问题又来了,既然欧美将手伸向了中亚,且美国经济总量又达到了25万亿美元,具备在中亚进行投资、推动中亚经济发展的能力。中亚五国为何没有直接倒向欧美呢?答案与俄罗斯的介入有关。
前面我们提到,中亚五国相当于俄罗斯的“后院”,既是后院,又岂容欧美国家染指?俄罗斯非常清楚,一旦中亚倒向欧美,下一步,中亚将变成欧美的棋子。届时,美国势必会在中亚建立军事基地和部署军队,进一步威胁俄罗斯。
俄乌冲突期间,面对欧美“伸手”向中亚的事实,俄罗斯及时介入。不过,它的介入方式是向外部寻求力量,而这个外部力量,正是中国。
换句话说,中国在俄乌冲突期间与中亚五国加强经贸合作,在某种程度上,能帮助俄罗斯抵消欧美在中亚的影响力,从而打断美国的计划。
中国自古讲“仁义道德”,但我们在关键时刻将手伸向中亚,也不纯粹是“做好事”。毕竟,中国早已清楚:国与国之间,最主要还是“利”字当头。中国在决心伸手向中亚前,俄罗斯已经让出了部分利益,他们前段时间将“远东禁脔”海参崴借道中国,就是“让出”利益的部分。
说到底,中亚五国和中国加强经济合作,也是基于自身利益的考虑。对于中亚五国而言:倒向中国比倒向美国更好。
首先,美国的经济虽然强于中国,但包括哈国在内的中亚五国,它们与美国毕竟属于“远水”:隔得太远了。中国古话说“远水难救近火”,在经济上也是如此。
中亚和美国相隔太远,除了贸易往来的运输成本高昂外,还存在一个生活习惯的差异问题。别的不说,中亚国家的土特产,美国就压根儿吃受不住。而美国本国的商品,中亚五国又往往买不起。“贸易”最重要是“易”,即交换,既有“吃受不住”,又有“交换不起”又何以会有“贸易”呢?
而中国则相反,中国不仅与中亚五国毗邻,而且中国还有无数廉价的工业品,可以让哈国老百姓生活质量大幅提升。同时,中国人民对中亚五国的各种土特产,也是很有兴趣。这,不是两全其美吗?
其次,美国与中亚五国,在某种程度上属于竞争国。中亚五国资源丰富,他们盛产石油。在中亚以及里海地区,石油储量是1500-2000亿桶,占世界石油储量的百分之十八到百分之二十五左右。这意味着:中亚的石油储量,仅次于中东。
中亚是富油国,俄罗斯、美国也是富油国,这个事实注定:它们是互相竞争关系。反观中国,我们虽不是贫油国,可我们六七成的原油需要进口。对石油的巨大需求,让中国和中亚完美“合槽”。
中国需要大量的资源,中亚各国的油气,尤其哈国的油气可以送到新疆后直接并入已经修好的油气管道。
长远看,中亚倒向中国,将使中哈形成一种互补互利的稳定的可持续关系。未来,能源管道和铁路链接起来的“钢铁-油气-金钱”纽带,将成为延续“丝绸之路”的存在。
从来,能双赢才能走远。中亚和中国,恰已具备走向“双赢”的条件。
二,中亚倒向西方,将给中国、俄罗斯和世界格局带来哪些具体影响?
第一,中亚倒向中国对中国的影响:将推动中国的“一带一路”。
西汉时期的丝绸之路,出了新疆就是中亚,所以,丝绸之路所联结的第一批国家实际就是中亚的几个国家。
其中,塔国就位于古代丝绸之路的交汇点上,三条主要的丝绸古道横贯全境。塔国首都杜尚别是古丝绸之路的重要一站,其名字的意思为“星期一”,之所以叫这个名字,是因为此地每到星期一时,这座丝路重镇总是商贾云集。
乌国更是著名的丝绸之路古国,也是中亚地区丝路文化遗存最丰富的国家。
今天的“一带一路”,实际就是沿袭了丝绸之路的路线,我们的第一批联结国依旧是中亚诸国。毕竟,中亚的地理位置已注定:它是中国对外贸易的三大陆地贸易窗口之一。可以说,中国“一带一路”倡议若想实现,搞定中亚是其中非常关键的一环。
5月18日到19日的中国-中亚峰会之所以选在丝绸之路东方起点西安,其背后的深意不言自明。千年后,中亚五国元首齐聚西安,将续写的不仅是千年友谊,还将是崭新的未来。
第二,中亚倒向中国对俄罗斯的影响:抵消了美国势力对俄罗斯的影响。
前文我们提到:近年来,俄罗斯对中亚的控制方式已不多,俄乌冲突后,中亚的“去俄罗斯化”也越发严重了。
对于俄罗斯而言,此时的中亚已经不再能起“后院”的作用,它更像一个期待更大发展想要“分家”的孩子。可这“孩子”毕竟住在俄罗斯隔壁,所以,如果被不信任的人拿捏着,后果将不堪设想。
相比中亚倒向美欧,它们倒向中国多少让俄罗斯觉得“松了一口气”。首先,这将意味着他们至少不用担心美欧将军事基地设到“后院”来。其次,他们也不用再花太大心思操心这个闹着“分家”的孩子了,后院也就稳了。
过去,俄罗斯一直阻碍中国和中亚国家的正常交往,最典型的阻挡体现在“中吉乌”铁路的修建上。
“中吉乌”铁路早在21世纪初就已被提出,它一直未被通过,就是因为俄罗斯的阻挡。过去的俄罗斯认为:一旦“中吉乌”铁路打通,中国通往南欧和波斯湾的距离将大大缩减路程。那样,中国生产的大量廉价商品,将能更快地被运送到中亚地区,从而促进波斯湾和南欧国家的经济发展。
俄罗斯的逻辑里:一旦中亚国家尝到经济发展的甜头,中国和中亚诸国势必会将俄罗斯边缘化。
此一时彼一时,俄乌冲突后的俄罗斯终于想通了:中亚变富有,俄罗斯的“后院”不就稳了吗?稳了,美国和各方势力想在这一块使“幺蛾子”不就不可能了吗?
毫无疑问,中亚倒向中国对此时的俄罗斯而言,是有利的!
第三,中亚倒向中国,将使亚欧大陆经济连成一体,从而打破已有的世界格局。
中亚倒向中国,在某种程度上将意味着亚欧大陆连成一体。亚欧大陆是地球上最大的一块大陆,它占到了全球陆地面积的五分之二,囊括世界人口的十分之九。当它们连成一体时,那些游离于亚欧大陆之外的国家,会一个个地变成“孤岛”。
目前的世界是海权主导,既以海上航道为支撑;可中亚倒向中国后,中国的铁路直接修到中亚各国,并一路延伸后,陆权将打破海权的主导地位,成为与它并行的存在。
欧亚大陆在交通上实现一体化之时,亦是其经济实现一体化之时。届时,美元霸权很自然地会被打破,世界将迎来区域货币一体化的时代。

对于这个事情啊,很多博主开始分析了,似乎分析得有鼻子有眼的,他们怎么说的呢。
第一,如果我们不买美债,美债就崩了,美国崩了,我们手里还有8600亿美债,不就成废纸了吗,所以,为了不让8600亿美债成废纸,我们必须救美国。
第二,美国如果崩了,不就经济危机了吗,那中国不就很多人失业吗,所以我们必须要救美国。
说实话,我看了这些博主的话啊,分析得有鼻子有眼的,我都笑尿了。
这不又是救美国就是救中国那一套吗?
不买美债,美国就崩了,中国跟着崩?

是一口气全部拿出去卖吗?全部挂出去?一天卖光一千万股?
你要这样干,一股都卖不掉,因为没人敢买。
肯定是分批分次,有增有减的逐步卖啊,今天卖一万股,明天卖三万股,有时候某天还买回来一千股,对不对?
当然,可能有人马上就急眼了,说那我们干嘛不一口气低价抛售所有的美债,那美债不就崩了吗?
我就这么说吧,就算你想一天抛售一万亿的美债,美债也崩不了,否则你当美国傻啊。
因为这个时候,所有的国家和国际投资机构都没人敢买,但是!美国就会马上启动无限QE,就是美联储无限印钞收购美债,你有多少他们买多少。
这个事情,他们2020年疫情爆发的时候就干过,确实对美债信心打击很大,但也没有崩盘啊。
而如果我们直接一天抛售所有的美债,那就是图穷匕见,和美国直接掀桌子干了,现在到这个时候了吗?
目前的总体局势,人民币国际化不断快速推进,越来越多的国家采用人民币结算,明显对我们有利,为什么要打乱自己的节奏?
稳赢的局面为什么要冒险?
我们话说回来,为啥买美债呢?
我做个早餐生意卖包子都要有个销售策略,黄金时间卖贵点,平常的时候便宜点,等要收摊的时候直接买一送3,那为啥卖美债就要一把清空呢?
事实上,中国在14个月抛售了2000亿的美债也是在边抛边买,为什么这么做呢?
我们随便看个数据:
4月,中国顺差6184亿元,对比去年同期暴涨96%;
关键问题是,去年我们已经顺差了全球的1/3,按照这个趋势下去,今年估计会顺差全球的2/5,那问题来了,这么多外汇,这么多美元,怎么花?
买光刻机还是美国科技公司的股份?都不给你卖。
我们上次说了,现在的做法是用美元推进人民币国际化,借给如巴西这样的国家让他们还人民币,但还是花不完。
不仅如此,还在抛售美债,从美债最高峰截止到现在,抛售了4500亿以上的美债了,也就是说美元越来越多,那怎么办?
是不是要合理配置资产,而且,以往的美债利率几乎是0,而现在的美债由于美联储加息和美债的滞销,部分美债利率都接近5个点了,那是不是可以买一点?
我们要搞清楚一点,美元是美联储发行的,美债是美国政府发行的,他们本来就是几乎对等的美元资产,信用一样,因为美元崩了,美债必崩,美债崩了,美元也必崩。
要知道,在如此大顺差,大量美元融入的前提下,我们的外汇总储备居然还是下降的,仅仅是在4月份上升了0.66%;
也就是说,现在,我们抛售美元资产的速度,远远比挣美元资产的速度快。
中国抛售美债的总体趋势是不会改变的,只是在部分节点上会有微调,我们谈几个方面。
拜登G7会议刚开完,就要急吼吼的赶回美国去,回去做什么呢?和共和党协商美债上限,现在还有10天,美债就要违约了,但是为啥还不能达成上限呢?
一个方面是两党势同水火要相互干死对方,另外一个方面,是就算按照耶伦的说法,拜登发行了50万亿的美债,也没卵用!
